Description
The American Public Power Association (APPA) is looking for aCybersecurity Program Specialisttosupport department efforts on multiple multi-year grant and cooperative agreement engagements, from multiple sponsors to benefit municipal electric utilities. This individual will support other department priorities as available.
Please note: This is not a remote position.Candidates must be in the DC, Maryland, or Virginia area.APPA offers a flexible work schedule for full-time employees, and the option for telework is available after 2 months of employment (with supervisor approval).
Develops a thorough knowledge and understanding of APPA, its membership, and the role of APPA as a service organization.
Supports Member engagement when interacting regularly with member engineering, operations, procurement, and legal organizations in a leadership role.
Supports efforts to engage and promote information sharing capabilities within the public power community.
Manages grants or cooperative agreements as Principal Investigator. Manages identifying, capturing, and tracking compliance with APPA and applicable grant and/or cooperative agreement requirements.
Prepares required sponsor reporting (e.g., Quarterly Progress Reports, Final Reports, Ad-hoc Status Reports, Ad-hoc Presentations, etc.). Supports financial budgeting, reforecasting, and reporting. Coordinates research, production, proofreading and writing of publications and other materials for program.
Supports engagement with external associated partners which can include APPA members, U.S. Department of Energy, the Electricity Information Sharing and Analysis Center, and others as needed on programs and projects.
Provides cybersecurity subject matter expertise to other association committees and staff, where appropriate. Supports APPA Cybersecurity Defense Community.
Coordinates the launch and execution of the APPA Cyber Security Accelerator Program to improve the cybersecurity posture and maturity of small and medium-sized APPA members.
Ability to establish and maintain good working relationships with personnel of member utilities, federal agencies, utility interest groups, and other professional organizations.
Ability to undertake and complete projects in area of expertise with minimal supervision in a team environment.
Excellent Initiative and excellent attention to detail.
Ability and willingness to travel periodically to work at APPA meetings, both in and out of town.
Requirements
Bachelor’s degree coursework in engineering, science, energy systems, cybersecurity, and/or risk management. Master’s degree preferred; equivalent work experience accepted.
Technical certifications at least one required (e.g., Global Industrial Cyber Security Professional (GICSP); GIAC Critical Infrastructure Protection (GCIP); GIAC Response and Industrial Defense (GRID); (ISC)2 Certified Information Systems Security Professional (CISSP); Certified Operational Technology Cybersecurity Professional (TÜV).
Project Management Professional (PMP) certification desired.
10+ years prior experience at an electric utility or Federal Government as an employee, consultant, or contractor desired.
7+ years of cybersecurity project management and related experience, 10+ years preferred.
5+ years procurement and contracts experience desired. Experience developing RFPs, proposals etc.
5+ years in leadership positions, 10+ years preferred.
Experience executing Grants and/or Cooperative Agreements and/or Subawards. Experience with federal audit and compliance requirements.
Experience with cybersecurity evaluation, assessment, training, and exercise programs.
Experience with project management software tools, methodologies, and best practices.
Knowledge of Industry Technical and Cybersecurity Standards desired.
Knowledge of Microsoft Office applications Microsoft Word, SharePoint, PowerPoint, Excel, Access, Visio, and Project.
Ability to learn and utilize a variety of software platforms.
