Summary This position is a career appointment in the Senior Executive Service (SES). Current federal civil services employees may apply. The civil service consists of all persons occupying an executive (including excepted service), judicial or legislative branch position. It does not include the uniformed services. Responsibilities As a Senior Deputy Assistant Director, Human Resource Management Division (HRMD), the incumbent is involved in all major policy decisions in the review and evaluation of program areas. The incumbent may directly supervise the following staff in the Human Resource Management Division: 1) the Bureau Personnel Officer; 2) the Chief, Labor Relations; 3) the Chief, Learning and Career Development; 4) the Chief, Human Resource Services Center; 5) National Recruitment Coordinator; 6) the Director, Management and Specialty Training Center, Aurora, Colorado; and 7) the Director, Staff Training Academy, Glynco, Georgia. The incumbent will assist the Assistant Director in the various human resource areas to include career development, recruiting, evaluations, compensation, pay issues, classifications, staffing, labor management relations, employee benefit programs, reasonable accommodation, research, staff training, and executive development, among others. The Senior Deputy Assistant Director is a principal member of the Assistant Director's staff, and is involved in all major policy decisions in the review and evaluation of Human Resource Management program areas, as well as other programs areas which may impact the discipline. As such, the incumbent must remain current on goals and objectives of the Assistant Director and those of the agency. Due to the extensive travel schedule of the Assistant Director, the incumbent will act as the AD in his/her absence. The incumbent will serve as a liaison between the HRMD and other divisions and offices. In this capacity, the incumbent will serve as the focal point within the division for the planning, implementation, and the monitoring of program activities as well as providing support, assistance and feedback for program changes. The incumbent also manages a multimillion dollar national training budget which includes: analyzing needs, developing advanced budget projections, allocating resources, monitoring and tracking expenditures and reconciling budget outlays and allocations. Requirements Conditions of Employment Qualifications MANDATORY TECHNICAL QUALIFICATIONS: To be qualified for this position, applicants must be able to show progressively responsible experience in a correctional environment which has demonstrated the ability to perform supervisory or administrative duties such as training subordinates in the specific duties related to their function in the institution, coordinating and directing operations and programs in a correctional setting or at the national level, evaluating performance of institution operations and the effectiveness of programs in relation to the inmate population. This experience must have been gained through the direction or assistance in the direction, of an entire correctional program or major phase of a correctional program.
