Purpose/Introduction
Chevron Phillips Chemical is seeking a Contract Specialist to join the project team constructing the Golden Triangle Polymers facility (GTP) located in Orange, TX. The Contracts Specialist will provide procurement and contract administration support for the Golden Triangle Polymers facility. This position works with stakeholders to ensure an accurate definition of requirements is obtained to negotiate and develop commercial contracts / purchase orders and assists to proactively improve existing agreements assigned to the Procurement Group. This position assists in implementing purchasing plans / decision support packages and maintains effective documentation consistent with company policies and controls. This person establishes and utilizes a support network for timely acquisition materials / services required for projects while achieving maximum overall cost effectiveness. This position will support the project through commissioning, startup, and plant handover.
This job will be located at the Projects Office in The Woodlands, TX, and will travel to the construction site in Orange, TX as needed.
Responsibilities
Responsible for executing supporting contracts and local contract agreements, contract amendments, renewals, and extensions as well as managing their effective administration in accordance with Project Procurement Procedures and, when applicable, Global Procurement Policy.
Assist in the management of GTP EPC MAC Contractor ensuring contractor procurement activities are in accordance with their contract and track activities against approved schedule.
Manage contingent labor contracts, work authorizations for contract compliance, rate category consistency, exception approvals and, when necessary, invoice compliance resolution.
Assist in requesting and routing through DocuSign project specific nondisclosure agreements (“NDA”), amendments and extensions.
Ensure new contractors meet EHS-5180 guidelines prior to including in bid events. Manage prequalification / requalification process for all contractors.
Manage Approved Vendor List (AVL) revisions for the Project and route for appropriate approvals.

Work with end users and Project Controls to develop requirements for owner’s cost items in accordance with equipment required on-site dates (“ROS”) and track owner’s costs commitments by Procurement for materials and services for compliance with budget constraints as outlined by Project Controls.
Develop procurement plans for review and approval prior to kicking off sourcing events.
Responsible for leading RFP bidding processes including issuing RFPs, acting as the single point of contact for bidder clarifications and communications, soliciting technical evaluation support as necessary, performing bid analysis and summary, financial due diligence if required, participating in supplier evaluations, and scoring processes, and preparation of final team supplier recommendation.
Working with appropriate Company SMEs (Project O&M Group, Legal, Tax, IP, Insurance, etc.) to effectively negotiates commercial pricing and terms and conditions with suppliers to develop contracts and/or purchase orders that provide optimal business and legal provisions for Chevron Phillips Chemical Company.
Preparation of decision support packages for approval of award recommendations.

Work with Procurement Area Lead team members as needed to summarize area specific data and report as cohesively as a project group.
Monitor “Local First” requests from vendors wishing to work with the Project and provide feedback on their prequalification submittals through the website.
Performs other related duties as assigned by the Procurement & Logistics Manager related to Project Procurement.
Required Qualifications
Bachelor’s degree in supply chain management, finance, or business administration with at least 7 years of relevant work experience OR High School Diploma/GED with at least 10 years of relevant work experience in contract negotiations.
Minimum of 7 years of experience negotiating pricing, terms and conditions for contract/purchase order development and managing supporting contracts.
Strong computer system knowledge including standard Microsoft suite, contracts management tools, and SAP.
Preferred Qualifications
Demonstrated knowledge of industrial and government purchasing regulations (UCC), price analysis, negotiating techniques, risk mitigation and common purchasing processes.
Demonstrated knowledge of the entire Purchase-to-Pay process, including change order and claim resolution.
Previous experience working in Ariba contracts management tool.
