Description of Job
The Work Unit:
The Fiscal Services Unit (FSU) provides accounting, budgeting, and grant management services; contract writing and management; accounts receivable billing; supplies and equipment procurement; personnel administration; and professional, technical, and administrative support services to internal and external customers for the Water Quality Control Division (WQCD).
What You'll Be Doing:
This position exists to assist and support the Fiscal Services Manager (FSM), Contracts and Procurement [PA1] Unit Manger and the Contracts and Procurement Lead to provide the division’s program managers with budget, accounting, contracting, and other financial information, as needed. This position applies professional skills to provide complete and accurate contractual, grant, and financial information within the Department’s grant and contract management system. This position is the initial point of contact for contract monitoring on the drinking water side. This position assures that the contracts in the division are appropriately monitored and tracked to the deliverables, timeliness, quality, budget and business relations detailed in the agreement. The position adheres to the department Contract Monitoring Policy, Contract Monitor Program User’s Manual, and other applicable laws and regulations for all contracts.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
There are three ways you can qualify for this position:
Six (6) years of full time professional experience in contract administration, contract management, contract monitoring, accounts payable, grant management, fiscal management or procurement. (Substitution)
Bachelor's degree from an accredited institution in business administration, public administration, finance, accounting, or closely-related field AND Two years of full time professional experience in c ontract administration, contract management, contract monitoring, accounts payable, grant management, fiscal management or procurement . (Minimum qualifications)
A master's or doctoral degree from an accredited college or university in business administration, public administration, finance, accounting, or closely-related field may be substituted for the bachelor’s degree and the two years of required experience. (Substitution)

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
Ability to understand the technicalities, including language, of contractual agreements
Ability to understand the needs of an organization as they relate to various contracts
Ability to detect inaccuracies, ambiguities or inconsistencies in the design of a contract
Ability to pay close attention to details when designing and reviewing contracts
Advanced skills with Microsoft Excel
Experience planning and developing a contract and all the major components of a contract
Experience with the procurement process
Knowledge of the components of a Scope of Work including project description, definitions, performance requirements/deliverables, personnel requirements, invoicing, monitoring, and resolution of non-compliance
Ability to prioritize work, including planning and organizing work assignments effectively
Excellent problem solving and organizational skills
Working knowledge of the State Fiscal and Procurement Rules
Prior experience related to the legal aspects of contracting or procurement
Experience with CORE (Colorado Operations and Resource Engine)
