The incumbent participates inon-the-job and classroom training to gain experience in providing alimited range of administrative and technical assistance to taxpayers.Interprets and applies applicable portions of basic tax law andregulations, and basic collection techniques and enforcement actions, toadvise, inform, assess, and collect taxes, and associated liabilities.Researches and analyzes all available information applicable to specificand well-defined collection issues and takes corrective actions neededto close accounts. Explains actions taken. Contacts taxpayers and/ortheir representatives in response to IRS contacts regarding a limitednumber of delinquent situations. Provides explanations to specificinquiries initiated by individuals, generated by notices, or internallygenerated assignments. Advises taxpayers of the enforcement actions thatmay be taken if they fail to meet commitments to file return and/or paytax liabilities and encourages voluntary compliance with tax laws.Qualifications Federal experience is not required. The experience mayhave been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-timeworkis considered on a prorated basis. You must meetthe following requirements by the closing date of this announcement ORtime of referral: SPECIALIZED EXPERIENCE GS-5 Level: You must have oneyear of specialized experience at a level of difficulty andresponsibility equivalent to the GS-04 grade level in the Federalservice. Specialized experience for this position includes: experiencegained through work in positions that involved frequent contact with thepublic researching and responding to non-routine requests forinformation orally or in writing. The following are examples ofspecialized experience that may be qualifying and are not all inclusive.Applying laws, rules or regulations and written guidelines; Experiencegained in an environment conducting face to face and/or telephoneinterviews (e.g., collection agency, telemarketing, customer service,sales) resolving problems and issues; Negotiating with others to resolveissues; Performing administrative and technical procedures using acomputer to locate and review records and reconcile discrepancies;Experience working with records, documents, or financial accountsapplying established rules and procedures (e.g., basic accounting,credits and debits, researching and/or adjusting accounts). OR You maysubstitute education for specialized experience as follows: completed atleast 4 years of education above the high school level leading to aBachelor\'s degree (120 semester hours, 180 quarter hours or 2880 formalclassroom hours) or a Bachelors or higher degree. OR You may qualifywith a combination of experience and education equivalent to one (1)year of specialized experience.
