ICF's Disaster Management Division seeks a Construction Project Manager who will support the implementation team for FEMA Match Programs that include the Non-Federal Match Program (NFMP); Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico. The Construction Project Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to local governments, nonprofit and subrecipients across Puerto Rico.
*Key Responsibilities: *
Manage a team of construction management staff to perform at least one monthly visit to monitor construction progress, consistency with Subrecipient Agreement and environmental clearance document, and health and safety plan implementation during subrecipient’s construction projects under PRDOH’s CDBG-DR and CDBG-MIT programs.
Responsible for review and recommend certifications for payment and construction change orders.
Prepare reports to the Project Manager, based on monitoring visits of subrecipient’s construction projects under PRDOH’s CDBG-DR and CDBGMIT programs.
Provide feedback to subrecipient’s health and safety officer or representative based on the observations obtained after conducting monitoring visits.
Assist to develop revision checklist for 30% and 90% construction document reviews. Validate the Subrecipient includes provisions in the construction contract documents that stipulates that the contractor must develop and implement a health and safety plan in compliance with Puerto Rico OSHA approved State Plan and the policies of the Puerto Rico Occupational Safety and Health Administration.
*Minimum Qualifications: *
Must have a bachelor’s degree or higher education in Engineering, Architecture, Project Management, or similar.
Must have at least five (5) years of experience in construction management.
3+ years of experience in federally funded infrastructure projects.
Must have fluent verbal and written communication skills in English and Spanish.
Must be working locally within Puerto Rico.

Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude
Professional Skills:
Five (5) years of experience in the management of projects.
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$77,770.00 - $132,209.00
