About Construction Project Manager

  The Construction Project Manager provides project management responsibilities for projects or tasks ranging from minor to major transportation projects for the Public Works Division. The responsibilities of this position include the management of the quality of the products produced, organization of a project management team and providing leadership for the team to ensure the completion of the products or tasks, managing the communications specific to the project or task; including both internal communications and external communications, managing the risk associated with each project and coordination with the project team to minimize risk and/or manage the risk, management of the scope of the project and the process to change the scope, manage the process to resolve disputes, and manage the financial aspects of the projects or tasks. This position will be responsible for multiple projects at one time. The Construction Project Manager may represent the County at meetings and on committees involving the public and officials of federal, state and local government agencies. This position will collaborate with and may direct multiple project management teams with diverse backgrounds, while striving to meet county strategic goals. TYPICAL DUTIES AND RESPONSIBILITIES: Delivering a range of construction projects in the Road and Bridge Capital Improvement Program in accordance with the approved project schedule and budget. Responsible for implementing assigned projects to Federal Aid, State Aid and/or local standards and perform related duties as assigned This position will be responsible for developing the scope for the projects assigned and managing the scope of the project throughout the project development process. This includes and is not limited to development of the project team, development and management of the project schedule, development and management of the project(s) budget, development and management of the project(s) financial plan, the development and management of the risk management plan, and management of the change management process. Leading and directing the project management team (PMT) in the development of a project schedule for the project delivery process for each project assigned. This would include the management of the schedule throughout the project development process. Coordinating the project development of assigned projects with the project team to identify risk associated with the development of the projects. This would include development of strategies to mitigate, minimize, avoid, accept, or exploit the associated risks. Leading the change management process for proposed modifications to the project scope, budget, and schedule. Leading the project construction process to ensure that the project produces the intended project scope and outcomes. This would include the management of resolving disputes throughout the project construction process. Advising and otherwise providing assistance to Townships and Cities on road and bridge construction projects as described by state statutes or cooperative agreements. Providing assistance, training, advice and guidance to engineers, civil technicians and related staff in advanced and complex aspects of project management scheduling and budgets as needed. Develops and implements Organization Process Assets, which may include programs and processes for effective project management. Participating in consultant selection and reviews consultant plans and proposed schedules to accepted County and industry standards. Performing and reviewing complex civil engineering evaluations of project scope, schedule and risks for County infrastructure improvements. Meets and confers with permitting officials in the field or office as needed. Participating in and attending public and landowner meetings to understand public concerns and to explain project design and proposed schedules. Represents Public Works in relations with other government and permitting agencies, utility ompanies, businesses, citizen groups or individuals to answer questions and/or resolve complaints while carrying out projects and objectives of Public Works. Working with the Public Works Division Director to build and maintain the Public Works teamwork environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent workflow of the employee s responsibilities and the functions of the department as a whole.
