Computer Business Specialist
STARTING SALARY: $89,331-$98,662 (Pursuant to the rules of the collective bargaining agreement)
JOB SUMMARY: Under the general direction of the Information Systems Security Specialist, assists in planning, coordination and implementation of solutions for complex business problems in order to promote operational efficiency. Such projects may include architecting an application or reengineering efforts, development of new data processing applications/systems or substantial modification of existing systems. Projects may also involve major changes in data processing resources (equipment, staff, organization) and basic changes in methods and techniques employed. Responsible for coordinating project performance with the other work of the Information Systems Department and for the timely and economic utilization of resources assigned to the project.
NOTE: This specific assignment includes extensive networking responsibilities including support of Microsoft and Apple server operating systems, ensuring Network functionality and security, operation of Avaya call systems, ISP, VPN functionality, and other network support responsibilities.
ESSENTIAL JOB FUNCTIONS:
Responsible for activities and the results of those activities specifically assigned and agreed upon. Works efficiently in a team environment.2. Completes assigned projects in a timely manner, within project resources.3. Meets project objectives, providing systems that operate in a cost-effective manner.4. Ensures minimal disruption of ongoing data processing systems by good coordination and effective project output integration with existing systems.5. Provides good technical guidance and cross train team members, so that their abilities and project quality are enhanced. Documents all work performed to build knowledge base for reference.6. Keeps management informed of project progress and problems, particularly as to needed changes in schedule, resources or product.7. Escalates and refers all projects beyond scope of authority mindful of customer focus and customer satisfaction.8. Consults with and advises development areas on applications in area of responsibility.9. Maintains appropriate expertise to ensure effective service levels. Follows change management policy and procedures.10. Responds to problems in a timely, effective manner.11. Communicates with user personnel and Information Systems management on problem and project status as appropriate.12. Secures approvals on specifications and project completion as appropriate.13. Researches new development technologies and provides recommendations on how to utilize in existing environment.14. Applies technical knowledge of .Net frame work and mobile platforms to help develop new applications.15. Applies knowledge of Software life cycle development and project management methodology.
OTHER JOB FUNCTIONS:
Develops detailed system design specifications to serve as a guide for system/program development using at least two Business Intelligence and Analytics tools.2. Codes, tests, debugs, and documents more complex programs and enhances existing programs to ensure that data processing production systems continue to meet user needs.3. Prepares project plans and schedules, including requirements, tasks, work assignments, resources, costs, and the inclusion of project milestones, review points, and reporting thereof.4. Interfaces with user management to promote an environment of user cooperation and satisfaction.5. Provides guidance and training to less experienced programmers in order to improve productivity.6. Reviews all work prior to its incorporation into production environment.7. Fulfills administrative project reporting requirements.8. Reviews and evaluates performance and training needs of individuals on project teams and makes recommendations to Information Systems management of same.9. Participates in feasibility studies and evaluation of vendor's proposals and makes recommendations.10. Recommends standards and policy for adoption.11. Remains technically current and keeps abreast of the "state of the art".12. May be assigned other related duties as required. MINIMUM QUALIFICATIONS: 1 (a). An associate’s degree from a recognized institution with specialization in Information Management or computer science.
(b). Six years of satisfactory, progressive experience in both systems design and programming in a business environment using programming languages such as C, C++, .Net, Java, SQL, PHP, Python or other languages acceptable to the management of the Information Systems Department. Knowledge of Rational databases and data warehouse, Oracle and SQL Server required.OR2 (a). Eight years of satisfactory experience in both systems design and programming in a business environment using programming languages such as COBOL, C, C++, or other languages acceptable to the management of the Information Systems Department with three years of which shall have been strictly systems analysis work. Knowledge of Rational databases and data warehouse, Oracle and SQL Server required.OR3 (a). A satisfactory combination of the foregoing education and experience.
(b). Including but not limited to Active Directory management, Azure, network switches and routers, network monitoring and surveillance skills, knowledge of Wireshark, firewalls, and related network security protection techniques as determined by CSEA.NOTE: Candidates must possess New York State driver's license and a car for business in order to be appointed.
