Click here to see a video from the division!General descriptionThe Comptrollers office is seeking a Systems Analyst VI-VII in the Fiscal Management Statewide Fiscal Systems Division. The work involves directing the planning, budgeting, and analysis of system requirements, procedures, and problems to automate processing or to improve existing systems and designing and implementing designs for CAPPS (Centralized Accounting and Payroll/Personnel System).Qualifications: Minimum QualificationsGraduation from an accredited college or university with a bachelors degree.Six years of experience directing and organizing program activities and/or business functions inclusive of leading cross-functional collaboration.Six years of experience establishing goals and objectives that support the strategic plan.Six years of experience identifying problems, evaluating alternatives, and coordinating the implementation of effective solutions.Six years of prioritizing application upgrades and system enhancements that maximize customer value and business impact.Four years of experience with process or systems analysis on any one or combination of the following: general ledger/commitment control, purchasing/e-procurement, accounts payable, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, planning and budgeting, human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition management, and employee/manager self-service systems.Three years of experience working with PeopleSoft Financials modules, PeopleSoft Human Resource/Payroll modules, or PeopleSoft Supply Chain Management modules.Preferred QualificationsGraduation from an accredited college or university with a bachelors degree in Business, Finance, Accounting, Management, Computer Science, Information Systems, or Information Technology.Preferred Experience:Experience measuring performance and monitoring compliance with customer service-level agreements.Experience evaluating a third partys vendor performance.Experience overseeing or administering application security.Experience managing multiple and large projects or programs.Experience participating in ERP initiatives.Experience using the State of Texas statewide financial systems (USAS, USPS, SPRS, HRIS, SPA, TINS, or CAPPS).SubstitutionsOne additional year of experience directing and organizing program activities and/or business functions inclusive of leading cross-functional collaboration may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years).LICENSES / CERTIFICATIONSITIL 4 Foundation, and, ITIL 4 Create, Deliver Support certifications must be in good standing or obtainable within 1 year of hire.Project Management Professional, Certified Texas Contract Manager, or Certified Public Accountant.In this role you will have:Knowledge of:Fiscal Managements statewide financial systems, policies and procedures.Quality control methods and techniques.Process improvement methods and techniques.Organization and assignment coordination methods and techniques.Software development life cycle methodology.Software change control processes.Human resources, payroll, and accounting processing procedures.System security standards and internal controls.Business and management principles, strategic planning, personnel management, and leadership techniques. (Business Acumen)Skill in:Utilizing databases or other electronic media to organize and track information and work progress.Utilizing the Internet and on-line resources to conduct research and gather information.Utilizing a personal computer in a Windows environment and Microsoft software.Identifying and analyzing resources needed and actions to be taken to ensure division needs are met with a quality product. (Research, Analysis and Verification)Prioritizing, identifying and communicating project resources and updates needed to complete multiple projects concurrently within scheduled deadlines. (Project Management)Encouraging and building mutual trust, respect, and cooperation within the agencys formal and informal structures.
