THE DEPARTMENT
The Department of Community Development delivers a wide variety of programs and services to help create and maintain more safe, sustainable, and livable neighborhoods. The department is comprised of five bureaus: Building and Safety, Code Enforcement, Housing and Neighborhood Services, Planning, and Administrative and Financial Services. Our staff of more than 200 works tirelessly to serve the community through an array of policies and programs, including land use and development, affordable housing, environment and historic preservation, neighborhood improvement, and construction standards and safety. THE POSITION
The Department of Community Development has an opening for Community Program Specialist III to support the Housing and Neighborhood Services Bureau. The Housing and Neighborhood Services Bureau assists with the preservation and development of affordable housing and offers a variety of innovative neighborhood improvement programs. The positions will report to the Housing Development Officer and will help implement neighborhood improvement and housing programs within the Housing and Neighborhood Services Bureau. The Community Program Specialist III position is a unique opportunity to assist in the delivery of multiple programs that directly impact the quality of life for lower income and special needs residents of Long Beach. The position requires analytical tasks, but also a lot of teamwork and direct contact with consultants/contractors and residents.
EXAMPLES OF DUTIES
TheCommunity Program Specialist III position will:
Assists with the implementation and coordination of Accessory Dwelling Unit (ADU) and Single-Family Rehab (SFR) Loan Programs
Helps administer ADU,SFR, and first time homebuyer loan and grant programs, including application processing, loan origination and funding
Assists with the administration of the Commercial Corridor Façade Improvement Program
Helps in the housing-related administration of Density Bonus, Inclusionary Housing, and No Net Loss ordinances/policies
Participates in monitoring the City’s stock of affordable housing units, including the enforcement of outreach, eligibility and payment regulations
Determines eligibility for various programs based on household size and income requirements
Interprets complex governmental regulations
Conducts research on homeowner assistance programs
Coordinates homeowner/homebuyer program outreach and marketing efforts
Tracks preparation of legal documents
Prepares RFPs, RFQs, and Notices of Funding Availability for a variety of programs
Prepares written and oral reports
Helps to oversee labor compliance and construction management consultants
Participates in building partnerships with organizations who provide lower income homeownership programs
Interacts with applicants, stakeholders, and various City departments/bureaus
Participates in the preparation of a variety of annual complex grant reports
THE IDEAL CANDIDATE
The ideal candidate will have the following skill and abilities
Proficient in use of Microsoft Word, Excel, PowerPoint, and Outlook
Experience communicating regularly with diverse audiences which may include residents, task forces, committees, consultants, residential management companies and/or neighborhood associations
Ability to establish and maintain effective working relationships with employees and the public
Ability to operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications
Ability to work occasional nights and/or weekends
Ability to communicate effectively verbally and in writing

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or closely related field
Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis
Two (2) years of paid full-time professional experience offering specific and substantial preparation for the duties of this position
A Master’s Degree in Business, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience
