About Civil Engineer IV - District Projects Design/Review Engineer

  Position Summary Incumbents of positions in this series prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports; studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with regulations and standards. Incumbents exercise direct and indirect supervision of MassDOT employees.* *Duties and Responsibilities The role of a Project Design/Review Engineer is as follows: Serves as Project Design/Review Engineer overseeing the activities of the District Design/Review Unit: * Oversees the District Projects Design/Review Unit; review and design of federal aid TIP projects and permits. * Coordinates federal aid TIP projects with MassDOT Headquarters * Coordinates activities in the Projects Design/Review Unit with other District Sections. * Attends meetings associated with projects on the federal aid system or affecting state highways and permits. Supervises, coordinates, and monitors the activities of engineering personnel engaged in Civil Engineering work to ensure effective operations and compliance to established procedures: * Supervises engineers assigned to the Project Development Section in the Project Design/Review Unit that are involved in review and design of federal aid TIP projects and permits. * Ensures that personnel are employing MassDOT standards and accepted engineering practice in their review and design of federal aid TIP projects and Permits. * Meets with other District Sections, MassDOT Headquarters, Public Officials, Consultants, Utilities, and Contractors during the various stages of project design through construction. * Advises on design solutions to problems for projects under development and that occur in the field during construction for federal aid TIP projects and permits, making recommendations to superiors. * Provides and recommends training for employees to teach proper techniques, MassDOT rules and regulations in order to develop an effective employee. * Performs employee evaluations as a supervisor and reviewer in conformance with the EPRS guidelines. * Performs related duties as requested or assigned. QUALIFICATIONS REQUIRED AT HIRE * Knowledge of the principles and practices of civil engineering. * Knowledge of the terminology and standard abbreviations used in civil engineering. * Knowledge of the properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying. * Knowledge of the types & skill in the uses of equipment used in plane surveying; knowledge of the methods of soil testing. * Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; knowledge of the standard procedures for taking field notes in connection with plane surveying. * Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, buildings, etc. * Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. * Knowledge of the principles, practices and techniques of supervision. * Ability to determine proper format and procedure for assembling items of information. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineeringmay be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
