  The mission of the Department of Aviation Science is to combine academic studies and flight training in order to prepare graduates for a wide variety of positions within the air transportation industry, including general, airline and military aviation. Successful candidates will be staff members that can work with their colleagues to help meet the mission of the department of Aviation Science in serving and supporting our racially and ethnically diverse campus community.

  To ensure compliance with FAA regulations, BSU is conducting a search for a Chief Instructor to serve as the director of the BSU Flight Training Center. The Chief Flight Instructor provides leadership of the Flight Training Center staff in fulfilling BSU Aviation Science program mission and values, and is the central point of contact for development and delivery of FAA 14 CFR Part 141 and Part 61 flight and ground training. The incumbent works cooperatively with a variety of internal and external agents to provide the highest level of safe, efficient service.

  This position reports to the Dean, Ricciardi College of Business.

  Supervision Exercised: Associate Chief Instructor(s), Safety Officer, Flight Training Coordinator, Staff Assistants, Administrative Assistant. The Chief Instructor is responsible for overseeing BSU faculty members when they perform duties as ground or flight instructors for applicable 14 CFR Part 141 courses.

  This is a full-time, 12-month APA position and is subject to the terms of that union agreement.

  Tour of Duty: Monday-Friday, 8:00 am to 4:00 pm.

  (Subject to change) (Saturday and Sunday as days off)

  This position is located at the BSU Flight Training Center located at New Bedford Regional Airport in New Bedford, Massachusetts.

  Essential Duties:

  1. The Chief Instructor leads the Flight Training Center. As such, in addition to serving as the primary contact for the FAA, the Chief Instructor serves as the point of contact for the New Bedford Regional Airport, the RCOB Dean's office, and the President's Division (in the event of an emergency).

  2. Ensures safe and cost-effective delivery of ground and flight training in accordance with 14 CFR Part 141.85.

  3. Leads FAA Part 141 and 61 ground and flight training course revision, development and execution. In collaboration with the AVSC Department, oversees curriculum updates/changes to ensure student safety and compliance with FAA regulations.

  4. The Chief Flight Instructor ensures that the FTC meets all of the assessment requirements of BSU, AABI, and NECHE. The Chief Flight Instructor is responsible for writing and submitting annual reports detailing our assessment efforts and improvements to the program that were made as a result.

  5. The Chief Instructor overseas the AABI Accreditation process. Serves as the liaison with the accrediting body and attends all conference meetings to stay abreast of changes.

  6. Ensures compliance with university, local, state and federal regulations.

  7. Serves as primary liaison with FAA offices (e.g. Flight Standards District Office, Aviation Medical Examiner offices, etc.).

  8. Works cooperatively with Aviation Science department chair or his/her designee to recruit, select and train appropriate faculty, and to ensure proper student enrollment, training progress and completion.

  9. The Chief Instructor will plan and coordinate major events that take place at the FTC annually. Specifically, our month-long Summer Start Program and our Fall/Spring Open House events.

  10. Achieves and maintains FAA Practical Test pass rate at or above 80% for all CFR Part 141 flight training courses.

  11. Achieves and maintains FAA Knowledge Exam pass rate at or above 80% for all CFR Part 141 ground training courses.

  12. Conducts flight and ground evaluations with students and staff.

  13. Manages ground and flight instructor recruitment, hiring and evaluation.

  14. Provides professional development opportunities for Flight Training Center administrative staff.

  15. Supervises development and revision BSU Aviation operations publications (e.g. flight standards manual, aircraft operating checklists, aviation operations manual, dispatch manual).

  16. Promotes industry safety and education efforts (e.g. FAASTeam membership)

  17. Maintains 14 CFR Part 141.37 check instructor qualifications and conducts stage and end-of-course checks.

  18. Maintains applicable Part 61, 91, and 141 flight currency requirements.

  19. Manages the development and execution of BSU Flight Operations annual budget.

  20. Advises and assists the Dean, Ricciardi College of Business with strategic planning and operational matters (e.g. personnel, resource utilization and requirements; student training progress; training initiatives and outcomes; airport issues, etc).

  21. The Chief Instructor will participate in the Academic Council Meetings and will serve on the Strategic Leadership Council.

  22. Conducts appropriate annual professional development activity.

  23. Perform other duties as necessary to achieve program goals and objectives.

  Required Qualifications:

  Bachelors degree from an appropriately accredited institution. Meets or exceeds FAA 14 CFR Part 141.35(d) and (e) Chief Instructor Qualifications. Minimum 3 years experience in 14 CFR Part 141 flight and ground training operations. Possesses valid FAA Commercial Pilot ( ASEL / AMEL ), CFI / CFII , and FAA 3rd Class Medical certificate. Demonstrated leadership, interpersonal, verbal and written communication skills. Possesses strong administrative, communication, and marketing knowledge and skills. Demonstrated experience with safety program compliance. Demonstrated organizational and time management skills with a high level of accuracy and attention to detail. Strong computer skills including working knowledge of Microsoft Office Suite, various Windows utilities, and web-based applications.

  Preferred Qualifications:

  Minimum 2 years' experience with CFR Part 141 flight and ground training operations as assistant chief flight instructor. Minimum 1 year's experience in commercial flight operations. FAA Airline Transport Pilot. CFI / CFII / MEI . FAASTeam Representative or similar experience. Knowledge of higher education principles, practices, and procedures. Experience with assessment and accreditation. No past, current, or pending FAA actions on the individual's pilot and/or instructor certificate. Experience with data development, assessment, and application. Advanced computer skills, including working knowledge of Microsoft Office Suite, various Windows utilities and web-based applications.
