  Description of Job

  The Contracts Unit is a division of the Colorado Department of Corrections (CDOC) Finance and Administration and provides guidance and assistance to personnel from all divisions with the procurement, drafting, processing, and management of vendor contracts, inter-agency and inter-governmental agreements, and contract issues pertaining to grants. The unit works with CDOC staff with contracting issues that may arise from the issuance of state contracts, determines implementation of policies and guidelines pertaining to CDOC and state contract policy updates and changes, develops strategies and policy for and is critical for the CDOC's commercial contracting and outsourcing, monitors departmental compliance and system design, and the processing of real estate leases.

  This position develops, writes, and processes contracts and grants, as well as contract modification documents such as amendments, option letters, notations and change orders in accordance with state procurement guidelines. This position utilized the Colorado Operations Resource Engine (CORE) as required by state policy.

  Primary job duties include but are not limited to:

  Develop contracts with non-CDOC entities for the delivery of programs services for various CDOC clients and other service related programs for CDOC facilities;

  Assist in preparing for and attending contract negotiation meetings between the CDOC and its vendors, and advise program administrators regarding contract options and tools available

  Advise program and buisness managers as to contract options and tools avilable to them which address the expressed needs regarding contract amendaments and contract remedies;

  Provide technical support to appropriate program staff, managers, and appointing authorities regarding personal services contracts and/or procurement;

  Identify contract data elements that are used to determine contract vendor payments for services rendered;

  Monitor and address non-programmatic contract issues for stakeholders, including expiration of current contracts, insurance certificate expiration dates, vendor employee right to work compliance, and personal service certification criteria;

  Prepare and assist with contract modifications as necessary to reflect changes in services and/or changes in total contract dollar amounts;

  Maintain records of all contracts that serves as a central reference point for all contract data within the CDOC;

  Determines vendor compliance with the Secretary of State's requirements to support and obtain vendor's signatures on all contracts;

  Works with the accounting department staff to adjust encumbrances as needed;

  Make appropriate Colorado Operations Resource Engine (CORE) and Contract Monitoring System (CMS) entries;

  Additional duties as assigned.

  Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  Education:

  Graduation from an accredited college or university with a bachelor's degree in Business, Business Management, Accounting, Public Administration, Finance, Criminal Justice or a closely related field of study. (You must submit a copy of your unofficial transcripts with your name, college name, degree and date conferred in order to receive credit.)

  -- AND --

  Experience:

  Two (2) years of full-time *professional experience in purchasing and contract development. (This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement.)

  *Professional work experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field and; continuously studied to explore, extend and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications, and methods.

  Substitutions:

  Additional appropriate experience which provided the same kind, amount, and level of knowledge acquired in the required education, will substitute on a year-for-year basis.

  Additional education from an accredited college or university in a field of study described above will substitute for the required experience on a year-for-year basis. (You must submit a copy of your unofficial transcripts with your name, college/university name, degree and date conferred in order to receive credit.)

  Preferred Qualifications: (Candidates may receive higher rating for possessing any preferred qualifications criteria.)

  Experience with the State of Colorado's contract management system; (CMS), and Colorado Operations Resource Engine (CORE);

  Knowledge of the Colorado State Procurement Code and State Fiscal Rules;

  Experience developing contracts for the delivery of program services.

  Relevant years of state service.

The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.

  Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics;

  Possess the physical ability to successfully complete Defensive Tactics;

  Lift arms above head and kick as high as own waist;

  Stabilize another person to accomplish a controlled take down;

  Use arms, palms of hands, shins, and feet to deliver blows;

  Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

  Swing a baton in a striking technique;

  Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

  Get down on one or both knees and up again with multiple repetitions;

  Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  Willing and able to travel;

  Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  TB (tuberculosis) screening is required of all new employees upon hire;

  Employees may be required to submit to regular serial testing and reporting for COVID-19.

  Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

  The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

  Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
