Titan Technologies is growing our awesome Capture team and hiring a Capture Manager! In this role, you must have demonstrated skills and experience winning medium to large, highly technical, competitive opportunities within the Federal, DoD, and/or State and Local market segments. In coordination and collaboration with pursuit stakeholders (Line of Business, Business Development, Innovations, Human Resources/Recruitment, Facilities, Security, Pricing, Proposals, etc.), the Capture Manager will lead the development of the Capture Strategy and Plan for assigned opportunities. This position may be performed remotely, but travel to customer sites and on-site work may be required at our Destin, FL or Reston, VA locations.
Key Duties and Responsibilities include:
In coordination with the Line of Business and Business Development Leads, the Capture Manager is responsible for identifying and securing members of the Core Capture Team (Solutioning, Pricing, Contracting, Proposal, etc.) and establishing a cadence for status updates and action tracking with Core Capture Team. The Capture Manager, in collaboration with the Core Capture Team, is responsible for Initiating and executing the Capture Strategy and Plan to include:
Populating, Validating, Updating, and Implementing the Capture Plan
Planning, Documenting, and Managing the Internal and External Capture Efforts
Implementing Capture Strategy, Action Plans, and Initial Pricing Strategy
Securing Senior Leadership Commitment and Corporate Resources for Capture and Proposal Efforts
Developing and Managing Capture/Proposal Budget
Executing Capture Strategy across all elements of the pursuit
Other Areas of Responsibility include:
Attending Customer Meetings and Industry/ Customer Events as required
Supporting Customer Needs Analysis and Requirements Definition
Collaborating with Customer on Potential Solutions
Maintaining Customer Call Plan Notes/Reports and Sharing Across the Team
Assessing customer’s issues, program requirements, and competitive positions
Aligning Marketing Intelligence with the Capture Strategy
Gathering Program Intelligence and Analyzing Data
Conducting, Managing, or Obtaining Competitive and Price-to-Win Analysis
Ensuring adequate call plan, intelligence gathering, and technical, management, and price approaches
Securing Value-Added Subcontracting Partners/Vendors
Supporting selection of Key Personnel, Strategic Consultants, etc.
Supporting selection of Facilities, if required
Conducting Reviews
Preparing Blue Team Slides and Facilitating Review
Preparing and Presenting Status Reviews with Preliminary Bid/No Bid Recommendations
Facilitating Black Hat Review
Facilitating Strategy and Working Group Sessions as required
Proposal Preparation and Support
PRE-RFP Release
+ + Prepares Draft Executive Summary
Prepares and Distributes Initial Data Calls
Coordinates with assigned Proposal Manager on Proposal Planning Activities
Ensures Win Themes are Effectively Communicated to Proposal Writing Team and integrated into Proposal Draft Responses
POST-RFP Release
+ + Prepares and Presents Final Bid/No Bid Recommendations
Coordinates with assigned Proposal Manager on Proposal Development Activities
Supports Kick-Off Meeting and Tag-Ups
Facilitates Subcontractor Status Calls and Coordinates Data Calls
Participates as a Proposal Reviewer in all Major Proposal Reviews
Drafts and Finalizes Executive Summary
Supports Pricing Activities
After Submission Activities
+ + Updates Capture Plan/Closure Strategies for customer questions, discussions, orals, FPR pricing, and negotiation
Communicates Updates to Senior Leadership, Line of Business Leads, Subcontractors, and the Proposal Team
Creates Wall of Truth
Responds to customer questions and supports fact finding
Participates in discussions, orals, etc.
Revalidates Proposal Pricing Strategy
Supports Lessons Learned
Attends Customer Debriefing
MUST HAVE Requirements:
10+ Years of Experience working within a Bid\Pursuit Organization with at least 5 years of experience as a Capture Manager
Bachelor’s Degree
Experience Leading Large ($100M+) Captures for Federal and DoD Opportunities
Active Secret (at minimum) Security Clearance
Excellent Communications Skills—both verbal and written
Track Record of winning bids valued at $50M or greater
Experience with Shipley Capture Process
Also Preferred:
Some Experience with Proposal Management, Program Management, and/or Business Development
Extensive Relationships across Industry and with Government Customers
Experience Supporting State/Local Government Capture Efforts
