Summary The purpose of this position is to serve as a subject matter expert for budget execution and to assist with producing various agency artifacts such as transfers, apportionments, allocations, and status of funds analysis. The work will involve reconciliation of the agencies budgetary balances in the accounting system, assisting with the maintenance of accounts, and cost offsetting. Responsibilities The duties may include, but are not limited to: Participates in the preparation and completion of the annual close (end-of-year) reconciliation reporting for the Agency. Analyzing and developing funding requirements and recommendations for the program funds. Creates a training program, materials and presentations for all new financial curriculum related to the day to day financial management techniques for the non-financial personnel. Prepares execution artifacts such as apportionments, allocation schedules, and non-expenditure transfers. Reviews and reconcile accounting budgetary balances; identify and correct erroneous balances and transactions. Maintains a history of the Agency’s appropriation, allocation, and annual close balances for reference. Develops a monthly, in-depth analysis of the status of funds reporting for the purposes of projecting fiscal year end balances. Recommends adjustments or redistribution of funds within the Agency to accomplish planned Agency management objectives. Works with the Agency Cost Management System to support the Status of Funds process. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Editing, reviewing, and validating narratives and other financial management documents, and verify data is accurately documented in a wide variety of unrelated forms, schedules and reports. Identifying and analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives. Synthesizing budget information to all levels of the organization while maintaining positive working relationships. Successfully negotiating and resolving controversial financial issues of high level of significance. Utilizing accounting systems posting processes and technical systems configurations. Communicates with various levels within the Agency both oral and written on budget related issues, such as status of funds (SOF) processes and procedures. Working with team member and contractors to ensure system is running in accordance with contract specifications. Note: There is no education substitution for this grade level. Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
