  Summary This position is located in Department of Homeland Security, United States Coast Guard, District 13, Finance & Budget Branch, Resource Management Division, located in Seattle, WA. Responsibilities The incumbent serves as the Budget Analyst in the Finance & Budget Branch, Resource Management Division, Thirteenth District (D13), Seattle, Washington. The incumbent is responsible for technical financial management of the Coast Guard District's operating budget, serving as both an operator and subject matter expert on Coast Guard financial system applications including Financial Management & Procurement System (FMPS), Procurement Requisition Expedited Service System (PRESS), Electronic Travel System (E2), and others as assigned. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing expert financial advice, and background historical data on operating expense budgeting and execution to program managers and budget staff at D13 and headquarters. Performing close and continuous oversight of the execution of a multi-million-dollar appropriated funds budget, maintenance of fiscal controls, and maintenance of all financial management records. Providing training and guidance for the execution of various funds and reimbursable funds. Resolving financial management issues and provides financial analysis support to the District Finance Branch Chief. Assisting users in resolving accounting errors and clearing unresolved and invalid open obligations. Interpreting budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress and independently develops and issues subsequent policies/guidance for use within D13. Ensuring complete, accurate and timely recording of obligations, account reconciliation, and validation of open obligations. Performing in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs and exploring alternative methods of funding for current and programmed budget years. Identifying and analyzing trends in the receipt, obligation, and expenditure of funds to ensure that objectives of the annual financial plan are met and that sufficient funds are available and being effectively utilized to support program objectives. Providing technical oversight to the Finance & Budget Branch staff; reviews samples of their work for accuracy and completeness, and ensures that staff are properly trained. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. Qualifications To Qualify for the GS-12 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge of the principles of financial management and management systems, including the theory, concepts and practices of accounting and budgeting. Analyzing systems and procedures to develop and promulgate policies, standards, and procedures to identify systems or procedural deficiencies and coordinate corrective action. Identifying and analyzing cost-benefit relationships between administrative programs (dollars and work years required) to develop multi-year budget plans and forecasts. Ability to analyze, interpret, and apply language contained in annual appropriations bills to make adjustments to a budget and to use as a basis for crafting internal policies and/or procedures. Ability to prepare and deliver both written and oral presentations of budget strategies covering alternative courses of action. Ability to present recommendations and develop business case analysis to support emergent, unfunded, and/or above baseline requirements to fulfill critical operational and mission support needs. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does have a positive education requirement.
