Summary This position is located in the Department of Labor, Employee Benefits Security Administration (EBSA), Office of Program Planning, Evaluation, and Management (OPPEM), Division of Financial Management (DFM). Responsibilities Major duties include but are not limited to: - Participates in the formulation, justification, presentation, and execution of Agency budget for assigned cost centers and object classes. Reviews program requirement and spending plan to maximize the efficient utilization of resources within budgetary limitations. Develops statements of financial condition, projections, and potential problems. - Develops and recommends Agency policies and instructions within Government and Departmental guidance, which delineate the responsibilities of program managers in the general area of fiscal management. - Drafts analyses which examine the impact and significance to the EBSA budget of new or revised policies, procedures, and program requirements. In addition, develops recommended Agency-level instructions and guidelines implementing basic Government-wide budget policies as they relate to the operation of EBSA programs. - Leads budget planning and execution of cost centers to maximize the efficient utilization of resources while preventing an over-obligation or mismanagement of appropriated funds. In conjunction with Agency programs managers and Office program analysts, the incumbent ensures effective fund controls, obligations, and expenditures. - Coordinates the Agency's purchasing and contracting activities. Coordinates purchase card management and audit of purchase card activities. Based on a comprehensive knowledge of existing and proposed program objectives and Government and Departmental regulations, incumbent develops and recommends Agency-wide procurement and contracting policies, procedures, and operating guidelines which facilitate and control management's procurement and contract activities. - Performs other duties as assigned. Requirements Conditions of Employment Qualifications For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as experience: - Applying the budgetary principles and concepts, or of the laws, regulations, policies to budget formulation, execution, and reconciliation. - Developing and maintaining budget execution reports. - Analyzing budget execution reports and presenting findings. - Performing analysis of budget and resources. - Providing budget formulation and/or execution services. - Reviewing and analyzing Budget Reconciliation. Education There is no substitution of education for experience at the GS-12 level for this position.
