Summary This position is located in the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Operations, Management, and Information Division (OMI), with one vacancy in Honolulu, HI. Responsibilities As a Budget Analyst, you will perform the following duties: Participate in the preparation of annual budget estimates for the organization, to include appropriated and cost-share funds balanced against overhead and projected costs. Collect historical data, workload statistics, objectives, etc., and prepare worksheets, budget forms and statistical summaries needed to formulate the required budget. Analyze, review and revise budget estimates, justification statements and execution plans for office programs. Develop budget operating plans and labor projections, and review, approve and disapprove, and recommend amount and timing allotments of funds to programs. Utilize automated systems to input, review and analyze cost data for budget planning and execution. Prepare and track monthly financial reports using Business Applications Solutions (BAS) and the Financial Management Data Solutions (FMDS). Use automated data systems and Microsoft (MS) Office programs to maintain, track, evaluate data. Present financial information to management officials. Develop authoritative advice and interpretations of legislation, policies and precedents. Advise managers on appropriate budgetary action to meet program office needs by monitoring and reporting on expenditure of funds and alerting managers to trends in funds obligations. Plan, develop and execute financial practices and procedures to enhance the validity, accuracy, timeliness and integrity of financial processes. Ensure compliance with Electronic Funds Transfer (EFT) and Prompt Payment Act regulations and performance metrics. Support financial audit requirements by gathering appropriate documentation in response to audit requests and data call requirements. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. Specialized experience MUST include all of the following: Contributing to budget estimates or reviewing justifications for use in presenting funding requests or recommendations; Assisting with the compiling or analyzing of budgetary data to forecast organization or program funding needs; and Reviewing or approving financial resources associated with yearly allocations or financial documents. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience. Note: Only graduate education in excess of two years is qualifying for combination.
