Job Description/Essential Functions:
Assist in managing the collective Representative Payee Account and/or Individual Representative Payee Account.Train Fund Custodians.Monitor and assist the fund custodian with financial planning and management.Monitor the utilization of consumer funds and ensure compliance with all laws and government regulations from benefit issuing agencies, in accordance with Horizon House policy and procedures.Provide financial planning and budgeting assistance to the consumers as appropriate.Assist in managing the collective Representative Payee Account to ensure that assigned individual participant accounts are accurate and reconciled to collective account.Serve as liaison between the participant, benefit issuing agencies and the bank, when necessary; function as an advocate on behalf of the participant.Monitor the use of the participant's funds to ensure that the needs of the participant are fully addressed. Issue corresponding payments, and maintain corresponding monthly ledgers.Provide training and support to fund custodians concerning the implementation and monitoring of participant fund transactions and related documentation methods.Assist in the maintenance of the data system for accurate periodic and as needed reporting.Assist participants in developing budgeting skills, e.g., bill paying, accessing financial services, emergency loan services, etc.Assist participants in developing savings plans; opening and using savings accounts.Attend external and internal meetings on behalf of the participants.
Job Qualifications:
Bachelor's degree in Human Services/Social Services, Healthcare, or a related field and 3 years of experience in the Mental Health/Substance Abuse field or any combination of experience, education or training that would provide the level of knowledge, skill and ability required to work with people who have mental health/intellectual disabilities and assist them with benefits and finances.Proficient communication and analytical skills; must be detail oriented.Must have knowledge of basic mathematics.Must have knowledge of Microsoft Word, Excel, Access, and Quicken preferred.Ability to work independently and as part of a focused team.Possession of a valid driver's license with an acceptable driving record.
Required to disburse funds.Frequent talking and listening.Possess manual dexterity and fine motor skills.Requires the ability to lift, carry, fold, kneel, stack, stoop and bend which may include direct intervention with participants.May require crisis intervention in emergency situations.Flexibility in scheduling and available to do 24 hour on-call coverage.Local travel required, including transporting program participants.May be required to report to work during emergencies, including inclement weather.
