  Job Description

  Job Summary

  The AVP, Marketplace Government Contracts is responsible for the strategic development, design and implementation of the National Marketplace Government Contracts team. They will direct ongoing monitoring and analysis of state and federal legislation, emerging issues, and trends to determine the potential impact on the organization. The AVP, Marketplace Government Contracts will serve both as a leader of Marketplace Government Contracts as well as an advisor to senior and health plan leadership on regulatory matters.

  Job Duties

  Responsible for developing and implementing streamlined processes for the administration and oversight of Marketplace/Exchange contracts with the State and/or Federal government.

  Oversee Marketplace Government Contracts team that will serve as leads for regulatory and contractual obligations.

  Assist senior leadership and Plan Presidents with various advocacy efforts in support of Plan business operations by proactively evaluating legislation, regulations, rules, and the political environment.

  Identify risks, potential compliance concerns and collaborate with business partners on effective remediation.

  Provides contract and relationship management for State and Federal partners (Governor’s Office, State legislators, and/or local government officials).

  Oversees state regulatory submissions and filings.

  Represents Molina at State and local meetings as needed in collaboration with Policy & Government Affairs. Develops strategies to advocate for best practices that demonstratively improve contract terms or facilitate business objectives.

  Identifies opportunities for strategic conversations with key stakeholders aligned with business needs.

  Improves coordination/integration of the State’s implementation of the ACA provisions.

  Works with key statewide advocacy groups and provider trade associations to advocate Molina’s position and business objectives and develop strategic partnerships.

  Works with Legal Affairs to assess and provide analyses for proposed changes to Marketplace/Exchange program contracts governing regulations and new legislation and policy requirements.

  Oversees and monitors the implementation of new Marketplace/Exchange contractual and policy requirements, new legislation, and regulations.

  Ensures that new requirements are incorporated into ongoing compliance monitoring.

  Ensures coordination of plan’s RFI responses, regulatory inquiries, and complaints in collaboration with business partners.

  Coordinates with Marketplace Compliance team on initiatives to improve adherence to plan policies and procedures and represents Government Contracts on Compliance Committee.

  Job Qualifications

  REQUIRED EDUCATION :

  Bachelor’s degree in related field or equivalent combination of education and experience.

  REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES :

  8 years' experience in government programs and at least 2 years supervisory/management experience.

  Extensive knowledge of Medicaid, Medicare, Marketplace and/or other government-sponsored programs.

  Project Management and program implementation

  PREFERRED EDUCATION :

  Bachelor's or Master's degree in Public Health, Public Policy, Business Administration or Legal.

  PREFERRED EXPERIENCE :

  Experience working in the managed care industry, particularly with health plans that contract with government-sponsored programs.

  Pay Range: $106,461.25 - $207,599.44 / ANNUAL
