ATTORNEY - Excluded
Department of Procurement Services
Number of Positions: 2
Under the supervision of the General Counsel, provides legal counsel to the department on matters that affect the department's operations, and performs related duties as required. Positions assigned to this classification are excluded from bargaining union representation based on managerial authority requirements within the labor relations act.
ESSENTIAL DUTIES
Provide legal counsel and advises on legal issues related to departmental operations as they are affected by local, state, or federal laws, statutes, or contracts
Review, interpret, and draft various legal documents (e.g., any solicitation documents, contract modifications, contractual requirements, proposed contract provisions, legislation, performance bonds, correspondences, contracts and agreements, settlement agreements, and the like)
Provide legal guidance in response to subpoenas, Freedom of Information Act requests, and other requirements for information and ensures documents conform to the law
Research legal requirements as they pertain to City operations
Evaluate department’s compliance with local, state, and federal laws (e.g., HIPAA and other privacy and confidentiality laws), ensuring a sound legal basis for programmatic activities
Assist in the development and drafting of departmental policies, procedures, and programs, as required
Meet with community members and attorneys representing the City, other public jurisdictions, or private parties regarding issues affecting the department and advises them or states the department's position on legal matters, as requested
Conduct training for relevant City of Chicago staff in relevant legal issues, including creating and updating training curriculum and materials
Assist in investigating circumstances and facts and interviewing witnesses regarding complaints, arbitrations, and lawsuits
Maintains records and prepares reports on legal procedures for department management
Testifies as an expert when needed
Attend meetings on behalf of the department when requested or required
Act as liaison with various other City Departments on various projects

Days: Monday - Friday
Hours: 8:30 a.m. to 4:30 p.m.
THIS POSITION IS EXEMPT FROM CAREER SERVICE
Qualifications:
Graduation from an American Bar Association (ABA) accredited law school, plus three (3) years of work experience in the legal profession as a licensed attorney
Admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705)
Preference will be given to candidates possessing the following:
· Previous transactional legal experience
· Experienced in balancing assignments that vary in length, difficulty and priority level
SELECTION REQUIREMENTS
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
NOTE: A writing sample no less than three (3) but no more than ten (10) pages will also be required. Examples of writing samples include a legal writing class assignment, a moot court brief, an internal memorandum for an employer, or a court pleading. It is the responsibility of the applicant to ensure the writing sample is properly redacted containing confidential or privileged information and take steps (e.g., redactions; changed names; consent obtained from a client or an employer) to preserve the confidential or privileged nature of the document. Failure to attach the writing sample to the application may result in candidate being rejected from this process.
