Nature of Work
The Assistant Street Maintenance Supervisor is a supervisory position assisting in the planning and oversight of all projects, tasks and operations completed by the Street Maintenance Department as well as the supervision of full-time and seasonal team members. Responsibilities include but are not limited to: organizing and directing work of assigned employees, serving as inspector for street maintenance projects; procuring materials, equipment, and supplies; maintaining and updating electronic records; representing the City positively in relationships with other City departments, divisions, public citizens and other agencies; and coordinating, preparing and delivering training to team members.
Hours: 6:30am - 3:30pm

2024 starting salary range is $79,171 to $93,142, depending on experience, with advancement to $116,429.

DUTIES AND RESPONSIBILITIES
*Serve as inspector and project manager for street maintenance projects and activities
Assist in preparation of project maps and bid documents for annual overlay and chip seal projects. Assist in preparing budget estimates for cost and quantity for maintenance projects.
Oversee, inspect and document the activities of both outside contractors working on street maintenance projects as well as internal crews. Ensure projects are being completed according to plans, specifications and expectations.
Maintain organized and accurate as-built documentation of projects/activities through ArcGIS, Elements, spreadsheets, maps, photos, etc.
Inspect work sites for quality control and safety compliance before, during and after completion to assure such is completed in a satisfactory manner.
Coordinate project communications with residents, contractors and other departments
*Lead, manage and direct the work of assigned employees
Organize, coordinate and oversee the work for street maintenance employees including: snow and ice control; milling; overlaying; chip sealing; pavement patching; storm drainage; street cleaning; concrete work; crack sealing; miscellaneous cleanup. This requires a combination of office and field work.
Supervise employees through writing and conducting performance evaluations, coaching performance, issuing discipline (both verbal and written), selecting, developing or creating staff training programs, enforcing safety rules and City policies.
Participate in recruitment, hiring, orientation and training processes for new division employees. Lead recruitment, hiring and orientation processes for part time summer staff.
Conduct regular crew level meetings/work site visits to facilitate information sharing, seek employee input, and provide employee training.
*Procure materials, equipment and supplies
Determine required materials, tools and equipment and after obtaining multiple quotes to determine the best price, order materials for maintenance crews
Participate in equipment selection process to ensure equipment purchased meets the teams needs.
Assist with the annual budgeting process by gathering budgeting information and analyzing past trends or overages and forecasting future needs
Manage day-to-day operations on uniform contract for field employees
*Assist in the maintenance of Asset Management records and represent the City positively in relationships with other City departments, divisions, public citizens and other agencies
Receive, investigate, and resolve public complaints, providing a positive customer experience. Must have the ability to calmly and consistently handle concerned or upset community members in a positive manner and leave them with a defined outcome consistent with our team’s goals and mission.
Log and manage work requests for Street Maintenance Department in electronic work planning system (Elements or Excel). Prioritize and disseminate this information to the field crews to complete the work in an efficient manner.
Assist in keeping updated records of maintenance work completed through ArcGIS, Excel and Elements.
Perform field inspections of streets, sidewalks, curbs, gutters, medians, drainage channels, and related facilities and equipment for needed maintenance and repair. Where repairs are required, prepare work instructions for crews, file locate requests, coordinate with contractors and other city departments.
Coordinate street maintenance division activities with other City departments, divisions, and outside agencies
Assist in collecting and organizing yearly material usage data for budgeting, tracking, etc
Take/record pre-construction photos for all Public Works projects to document existing conditions.
*Lead training for the street maintenance department
Determine necessary safety trainings based on activities performed; Schedule, coordinate and assign annual safety training for employees. Maintain accurate records of required trainings for assigned employees through Aspire LMS.
Train employees both hands on and virtually on topics such as: work zone traffic control, flagger training, equipment specific training, winter snow removal operations, snow plow operator training (SPOT), etc.
Provide hands on training to new employees or employees needing additional assistance.
Identify task or equipment specific training needs and lead the development of either online or in person training materials.
Other:
Attend leadership training opportunities to enhance leadership skills
Attend various industry related trainings to stay current on best practices and new materials/technologies/equipment.
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in Construction Management, Civil Engineering, Civil Engineering Technology, Occupational Safety or related field and two years of related experience in infrastructure construction, maintenance and/or repair work.
OR
An Associate's degree in Construction Management, Civil Engineering, Civil Engineering Technology, Occupational Safety or related field and five years of related experience in infrastructure construction, maintenance and/or repair work.
OR
A high school diploma with 7 years related experience in infrastructure construction, maintenance, snow removal and/or repair work. Must have computer experience including Microsoft suite, map applications and e-mail.
Licenses and/or Certifications
Valid driver's license
MNDOT Bituminous Street certification within 1 year of employment
Desirable Qualifications
3 years supervisory experience in municipal street maintenance or road construction
Fluent Microsoft Excel user
Experience estimating construction materials and costs and creating construction schedules
Knowledge of construction equipment and commercial driver’s license requirements
Previous experience providing safety and job specific training and understanding safety regulations
MN LTAP Roads Scholar certificate
MPCA Smart Salting certification
MNDOT Bituminous Streets certification
