This position exists to 1) provide for fiscal, planning, operational and administrative needs of the Pesticide and Fertilizer Management Division (PFMD); 2) to lead and coordinate environmental programs for the PFMD; 3) to develop policy and coordinate activities for water related environmental issues for the PFMD and the Minnesota Department of Agriculture (MDA); and 4) to coordinate Clean Water Legacy programs and activities for the MDA. The position also represents the MDA on state planning teams and work groups, including the Clean Water Interagency Coordination Team which coordinates the expenditure of over $200 million per biennium in Clean Water Legacy Funding.
Minimum Qualifications

Five years’ experience as an agricultural or environmental scientist or working on agricultural environmental policy issues. NOTE: A Bachelor’s degree in an Agricultural or Environmental Science, Public Administration, Management, Law or a closely related field may substitute one (1) year of experience.
Three (3) years of supervisory or managerial experience in environmental programs that includes significant budget management, and regulatory, policy or rule development responsibilities.
Extensive and detailed knowledge of the agricultural environmental issues of the northern plains cropping systems found in Minnesota.
Excellent oral and written communication skills suitable for direct communications with farmer, legislative and academic audiences.
Good organizational leadership and problem-solving skills.
The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.
Preferred Qualifications
An advanced degree in an Agricultural Science, an Environmental Science, Management, Law, Public Administration or a closely related field.
Licensure as a certified crop advisor, professional agronomist or geoscientist by the State of Minnesota, or similar licensure by or in another state.
More than three (3) years of direct management of an environmental or regulatory program.
Extensive knowledge of environmental water programs and regulations in Minnesota.
Advanced technical knowledge and advanced coursework in agricultural fertilizer use practices, pesticide product technology, pesticide regulation, hydrogeology, hydrology, contaminant fate and transport, computer modeling, and environmental chemistry.
Direct experience, including farming experience, or significant training in the use and management of pesticides or fertilizer in an agricultural setting.
Five years’ experience managing projects and budgets.
