About AIRPLANE FLIGHT INSTRUCTOR (TITLE 32)

  Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2181-13 AIRPLANE FLIGHT INSTRUCTOR (TITLE 32), Position Description Number D1809P01 in FAC 31B100 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position. Responsibilities Administers combat flight training to military aircrews. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to Initial Qualification Training (IQT). Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to Mission Qualification Training (MQT). Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to Upgrade Training (UG). Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to and Special Capability. Assesses flight instructors, pilots and other aircrew members assigned, attached or newly acquired to the unit to determine flying background and proficiency in the Unit Equipped (UE) airplane. Plans, develops and presents comprehensive courses of instruction in both ground and flight training for pilots to achieve and maintain mission ready status. Performs as a flight instructor, and/or flight examiner evaluating and examining rated aircrew to assure training standards are met in mission planning, preparation and briefing and ground operations. Performs as a flight instructor, and/or flight examiner evaluating and examining rated aircrew to assure training standards are met in in-flight control, cockpit resource management and mission execution. Performs as a flight instructor, and/or flight examiner evaluating and examining rated aircrew to assure training standards are met in mission debriefing and reconstruction accuracy. Projects unit training requirements and prepares required training records. Utilizes available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions to give timely and accurate instruction to aircrews in the air or on the ground. Briefs and instructs preflight preparations including: intelligence briefings, mission planning, weather factors, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. Serves as the Air Commander's representative when performing duties as Operations Supervisor (SUP), Supervisor of Flying (SOF), or Stand-by Duty Officer (SDO). Performs duties with responsibility for the safe and efficient mission accomplishment of the unit through the use of an Operational Risk Management (ORM) program. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - Capt (O-3) Minimum Military Grade - 2d Lt (O-1) Officer - AFSC 11BX Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must be a rated pilot on flying status; based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings. Must possess at least one year on-the-job experience and a competent understanding of the basic principles and concepts of this position. Must possess Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR have aviation certifications from accredited military aviation schools. GS-13 Specialized Experience: Must possess two years specialized experience in piloting and instructing pilot skills in B-2 aircraft and experience must reflect qualification competencies in the following three factors: the aircraft operated; the nature and purpose of assignments, and the degree of hazard. The specialized experience must demonstrate your ability to read and apply mission tasks, intelligence reports, and weather information; supervise and/or conduct mission planning, mission preparations, file of flight plans, and conduct crew briefings; perform aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning; operate aircraft controls and equipment; perform or supervise the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance; and conduct or supervise crew member training on simple to complex mission specific tasks. Must be a current B-2 Instructor Pilot with FTC Qualifications. APPLICANT MUST SUBMIT A RECORD OF AERONAUTICAL EXPERIENCE, (OR APPROPRIATE COMPUTER PRINTOUT), AS PART OF BASIC APPLICATION FOR THIS POSITION. Education Must possess an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. YOU MUST submit copies of college transcripts that identify each course, the college or university, semester or quarter hours earned, grade and grade-point received.
