Responsibilities
Noblis ESI is searching for an Application Project Analyst who can apply knowledge of Agile methods and processes for the management of DoD and IC system requirements in a scaled lean-agile environment from capture to implementation. Will perform the role of a Portfolio Epic Owner and will be aligned as a single point of contact with mission stakeholders, acting as a liaison to collaborate directly with them. For approved Epics, will manage the portfolio backlog and support Epic implementation by facilitating Epic decomposition and a feedback loop between mission stakeholders and the development team.
Job Duties
Capture Portfolio Epic mission value, benefits, features, and capabilities
Gather cost and mission impacts
Coordinate with Stakeholders to define the Minimum Viable product (MVP) where applicable
Prepare and present mission value and target features for approval
Work with the Development Product Management to initiate and implement solutions
Serve as the single point of contact for the Portfolio Epics and work across organizations to ensure alignment
Monitor and report progress and serve as guardian of the Portfolio Epic through delivery
Participate in planning and demos of Portfolio Epic related activities
Required Qualifications
Must possess and active TS/SCI security clearance with ability to obtain a CI Polygraph
Bachelor’s Degree and 5 years of experience working in the DoD and the IC
Requirements Management experience
Working knowledge of Agile Requirements Management
Organizational, negotiation, and analytical skills
Ability to work independently within guidelines
Specific knowledge in:
SAFe Agile methodologies
Cloud infrastructure environments
DevSecOps
Ability to travel (CONUS – once per quarter)
Desired Qualifications
Excellent written and verbal communication
Agile Product Owner or Product Manager experience
Project/ Program Management Experience
Agile certification or ability to obtain

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $103,800.00 - USD $181,700.00 /Yr.
