The Position
Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. This Division of Forestry Administrative Services Officer IV position will function as the business manager for the Division and will serve the Division as the centralized point for matters related to agency and program budgets, budget proposals, budget presentations and fiscal notes. This position is responsible for oversight of internal controls, budget management, biennial budget preparation and the oversight of all fiscal operations at the Division including an accounting unit, a grants management/Indirect Cost Rate unit, and a wildland fire billing unit. This position will support the automation and modernization of the fiscal related workflows within the agency to reduce errors and delays in processing documents. The position will provide the State Forester and Deputy Administrators with the highest level of administrative advice and support in critical areas of budget, fiscal management and business operation.
As a member of the senior management team for this complex Division, the incumbent will have a high degree of authority to make independent decisions and will represent the Division as required at the highest levels of government. The position will also work with senior management on planning, strategies and forecasting; help implement State Administration directives; and participate integrally in helping to meet the Division's goals and objectives. This position supervises an Administrative Services Officer and Management Analyst that oversee staff that administer four budget accounts. The position also supervises the Human Resources unit and co-supervises of the Division's Information Technology staff with the Department Administration. This position must be able to communicate effectively internally to subordinates, program peers, and supervisor as well as externally to Department staff, Legislature, Governor's staff, and others. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business administration, accounting, finance or a related field and seven years of professional experience in formulating, developing and analyzing agency budgets; fiscal management; and management of multiple business operations, two years of which were equivalent to an Administrative Services Officer III in Nevada State service; OR an equivalent combination of education and experience as described above.Special Requirements
