  Position Summary

  The Rehabilitation Program Coordinator will function as the Technology Program and Planning Director. The Technology Program and Planning Director is responsible for directing the overall operations of a specific rehabilitation program. This position is governed state and federal laws and agency policy.

  Education and Professional Work Experience

  Minimum Qualifications

  The formal education equivalent of a bachelor's degree in general business, public administration, or a related field; plus, four years of experience in planning and evaluating programs.

  Preferred Qualifications

  The formal education equivalent of a bachelor's degree in general business, public administration, rehabilitation science, a field directly related to the assigned program area, or a related field; plus, four years of experience in planning, evaluating, and coordinating rehabilitation programs or a related field, including one year in a supervisory or leadership capacity.

  Knowledge, Skills, and Abilities

  Knowledge of business and financial management principles and practices.

  Knowledge of inventory and record control. Knowledge of state and federal laws governing services for the blind.

  Knowledge of state budgetary and accounting practices and procedures.

  Ability to plan, organize, and oversee the work of others.

  Ability to develop and monitor the effectiveness of programs and services for the blind.

  Ability to provide assistance in setting up and managing a business.

  Ability to prepare, present, and review oral and written information.

  Job Responsibilities and Expected Results

  Key Business Processes/Duties

  Coordinates a specific rehabilitation program for clients by developing program plans, goals, and objectives.

  Evaluates, determines and recommends staff, material, and equipment needs for the client, within 10 days after completion of evaluation.

  Provides technical assistance to program participants by explaining program goals and participant eligibility criteria.

  Assists program participants with both short and long-range planning in the areas of management, personnel, marketing, merchandising, profitability, and/or public relations.

  Provides counseling services to the clients.

  Documents findings within 10 days after consultation.

  Develops and updates training and program manuals and performs/provides training for clients of the agency.

  Develops and recommends policies and procedures in response to updated and revised federal and state regulations.

  Demonstartes equipment used by the blind and visually impaired.

  Provides monthly reports of progress and activities of the staff, clients, and program operations to supervisor and agency staff, 3 days after the month ends.

  Supervises the client Tech Lab and staff.

  Develops training activities for the staff and clients.

  Evaluates, researches, and reviews the performance of staff .

  Provides annual PPES documents on staff by September 30, of each year.

  Performs related responsibilities as required or assigned.

  Supervises a medium-sized technical and administrative support staff by interviewing, recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents.

  Serves as assistant and back-up to the administrator for the Tech Section and agency functions.

  Performs other duties as assigned.

  Functions

  Provides administrative direction to subordinate staff by developing and establishing short and long term program goals and objectives, administering and evaluating project assignments, and providing interpretation of policies and laws in the absence of precedents to resolve issues and achieve implementation of project goals and objectives. Interviews, hires, assigns, and reviews work and evaluates performance of incumbents. Assists program participants with both short and long-range planning in the areas of: management, personnel, marketing, merchandising, profitability, and/or public relations. Develops and updates training and program manuals and recommends policies and procedures in response to updated and revised federal and state regulations. Provides technical assistance to program participants by explaining program goals and participant eligibility criteria. Conducts conferences and plans training programs to maintain proficiency of staff in therapy techniques and use of new methods and equipment to meet clients' needs. Allocates and manages a budget from multiple fund sources in compliance with state and federal programs and administrative regulations. Performs other duties as assigned.

  Minimum Qualifications

  The formal education equivalent of a bachelor's degree in general business, public administration, or a related field; plus four years of experience in planning and evaluating programs. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
