Posting Summary
Under the direction of the Director of Operations and Accreditation for University Correctional Health Care, implements procedures and workflows to ensure the efficient delivery of logistical and administrative services for UCHC within the DOC facilities. Supervises UCHC staff as assigned. Performs highly skilled administrative tasks to include training, staff oversight and technical assistance.Operations Plan Oversight of DOC facility(ies), under the supervision of the Director of Operations and Accreditation.
  • Supervises the facility(ies)'s operational plan.
  • Proactively identifies and implements operational enhancements to ensure that operational processes are best suited to the facility(ies)' patient population, as both patient and DOC needs evolve.
  • Generates data reports as assigned.
  • Procures and distributes supplies related to operational processes.
  • Ensures facility(ies)' operations are adhering to the National Commission on Correctional Healthcare guidelines, when applicable.
  • Works collaboratively with the Quality Improvement/Performance Improvement Team to identify areas for improvement and implement interventions for improvement.
  • Will be responsible for participating, as appropriate, in the ongoing, systematic and objective performance measurement and assessment of important key functions and processes.
  • Local Performance Improvement activities must be reported at least annually to the Quality Improvement Department.
  • Collaborates effectively with DOC Administration.
  • Works collaboratively with the DOC facility(ies)'s administrative team(s) to ensure that patient care needs are met and serves as UCHC operational leadership by implementing processes and systems to support facility.
  • Partners effectively with DOC within respective facility(ies)'s to ensure patient needs are communicated clearly and concisely.
  • Works collaboratively with the DOC facility(ies)'s administrative team(s) to identify and address existing or potential barriers to care and represents UCHC favorably in all interactions.
  • Under the direction of the Director of Operations and Accreditation for University Correctional Health Care, implements procedures and workflows to ensure the efficient delivery of logistical and administrative services for UCHC within the DOC facilities. Supervises UCHC staff as assigned. Performs highly skilled administrative tasks to include training, staff oversight and technical assistance.
  • Manages UCHC administrative workforce effectively (schedulers, health record clerks, and administrative assistants)
  • Provides leadership and guidance to assigned staff.
  • Hires, supervises, trains, manages, and terminates administrative staff under their supervision.
  • Demonstrates supervisory skills by participating in the procurement of staff, as well as the onboarding, training, scheduling, timekeeping and recordkeeping. Ensures that staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their positions.
  • Recommends quality enhancements for more efficient and effective use of staff to direct supervisor.
  • Communicates to staff, in a timely manner, appropriate information obtained from meetings and conferences to enhance productivity of facility operations.
  • Conducts meetings relevant to job responsibilities to ensure that facility needs are met.
  • Ensures annual performance evaluations are conducted and completed with all administrative staff.
  • Reviews performance objectives and standards throughout the year with subordinate UCHC staff to ensure
  • Mutual understanding of expectations, as well as ensure compliance as per guidelines and regulations.
  • Reviews distribution of staff workload on a regular basis and makes assessments to ensure that staff meets program needs.
  • Maintains up-to-date knowledge of trends of Department of Corrections, Rutgers, UCHC and UBHC policies and procedures.
  • Demonstrates awareness of Department of Corrections, Rutgers, and UCHC policies and procedures
  • Ensures that policy and procedure manuals and minutes are kept current.
  • Communicates to staff new and revised policies and procedures.
  • Meets annual requirements:
  • Completes Employee Health Update as required.
  • Completes all mandatory educational requirements on an annual basis.
  • Provides Accreditation and Standards Department and Human Resources copies of any degree requirements, new licenses or new credentials acquired over this last year.
  • Supports goals and objectives of Department of Corrections, Rutgers, UCHC, and UBHC.
  • Effectively contributes to and supports an environment that enhances the goals and objectives of Department of Corrections, Rutgers, UCHC, and UBHC.
  • Actively and enthusiastically participates in and contributes to the smooth functioning and operations of the facility.
  • Actively participates in meetings, committees and task forces as assigned.
  • Understands and adheres to Rutgers' compliance standards as they appear in RBHS's Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Keeps abreast of all pertinent federal, state and Rutgers regulations, laws, and policies as they presently exist and as they change or are modified.
  • Performs other related duties as assigned.

  Qualifications

  

Minimum Education and Experience
  • Master's Degree from an accredited college or university in Healthcare Administration, Business Administration, Engineering or Social Services, Health Care Specialization, Physical Sciences, or related field,
  • Two (2) years of progressively responsible administrative, managerial and/or consultative experience in a government agency, university setting or large business office in at least a supervisory role
  • OR a Baccalaureate degree from an accredited college or university in disciplines, as listed above, and four (4) years of progressively responsible administrative, managerial and consultative experience and background.

Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Advanced computer and word processing skills are required, specifically with Microsoft Suite.
  • Excellent writing, organizational, and communication skills are a must.
  • Outstanding human relations and leadership skills, and ability to function in a team environment required.
  • Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
  • Computer literacy is required.
  • A Valid NJ Driver's License is required. Possesses own vehicle to travel between sites as needed. On call duties 24/7.

Physical Demands and Work Environment
PHYSICAL DEMANDS:
Ability to type, ability to speak clearly and write proficiently is essential, extended sitting is required, frequently talks and listens to people on the telephone, ability to move from unit to unit within correctional facilities, hearing is essential, lifting up to 20 pounds. May be required to travel within the state, ability to implement OSHA/PEOSH Safety Precautions. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
WORK ENVIRONMENT:
Office is generally a pleasant work environment, clean conditions, well lighted, and quiet to moderately loud setting. UCHC facilities are generally crisis oriented, secure environment with adults, some who exhibit aggressive, threatening and assaultive behaviors. Incumbent must exhibit flexibility to work in a variety of settings. Entering and movement within the facility will be controlled by Correctional Officers.
Special Conditions
Must be approved by the Department of Corrections (DOC) and adhere to all DOC requirements. Employees will be subject to and must comply with all security regulations and procedures of NJ Department of Corrections and the assigned facility(ies) including, but not limited to sign in logs or electronic time clocks, searches of person and property, etc. Violations of NJ Department of Corrections and/or being banned by the Department of Corrections to work at a NJ Department of Corrections' facility are grounds for a disciplinary action and potential termination.
