Responsibilities Technical program manager for Property Disposal Policy Development and Program Management Primary focal point for assigned program(s), field activities or other activities performing the agency disposal mission. Advises field or subordinate activities. Manages and distributes workload and maintain suspense for deliverables to supervisory and senior staff. Analyzes statistical data from various information systems and compiles raw data sets into manageable and coherent data for senior and tactical level staff. Validates systems data processes to ensure operational functionality on reporting platforms for senior and tactical level staff. Identifies trends and anomalies of agency data application platforms to accurately report and forecast patterns within applicable information management systems. Provides oral and written reports, communications, and presentations to supervisory and senior and tactical level staff. Develops and implements strategic programs/initiatives. Evaluates policy requests departing significantly from current standard operating procedures; grants waivers from following established policy; and, recommends approval or disapproval of changes. Develops new policy, procedures and process improvements to define and support agency strategic and tactical objectives. Maintains liaison with the military services and other federal agencies to exchange general disposal information, coordinate new programs, and promote Agency Disposal Programs. Issues and/or provides technical advice, guidance, training, instruction and assistance to assigned disposal activities' staff on property disposal compliance and/or developing quality assurance programs. Requirements Conditions of Employment Qualifications To qualify for a Property Disposal Specialist your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Managing inventory and property accountability. Performing Reutilization, Transfer, and Donation (R/TD) of excess government property. Working with a Foreign Military Sales program. Performing demilitarization and trade security control of excess government property. Providing guidance on property disposal processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands Frequent travel, including travel for extended periods may be required. The work requires some physical exertion such as long periods of standing, walking over rough and uneven surfaces, recurring bending, crouching, stooping, stretching, reaching or similar activities when visiting customers or field activities. Work Environment The work is performed in an office or similar setting involving everyday risks or discomforts that require normal safety precautions. The work area contains adequate light, heat, and ventilation. The work regularly involves moderate risks or discomforts that require exercise of special safety precautions and use of protective hardhats, boots, goggles, gowns, masks, or gloves. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Drug-Free Workplace: The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy. Applicants who refuse to be tested will be denied employment with DLA for a period of six months. The Defense Logistics Agency's Drug Free Workplace Plan's drug testing panel includes testing for the following illegal substances: marijuana, cocaine, opiates (codeine/morphine), 6-Acetylmorphine (heroin), phencyclidine, amphetamines (amphetamine/methamphetamine), methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), oxycodone, oxymorphone, hydrocodone, and hydromorphone.
