The Building People, LLC, is seeking a Project Support Specialist to support our federal client. The position will provide excellent customer service to staff, external stakeholders, and laboratory partners while ensuring the project management support functions are processed in a timely and professional manner.
Primary Duties and Responsibilities include:
The candidate will assist the customer in soliciting, managing, and administering Request for Information (RFI’s) and Funding Opportunity Announcement (FOA) awards. This includes, but not limited to, support for Funding Opportunity Announcements (FOAs), merit reviews, peer reviews, application reviews, project monitoring and project management support through closeout for contracts, grants, and cooperative agreements. As part of this support, the candidate may:
Prepare draft Request for Information (RFI) and related Documents required for FOA development. Deliverable: Draft /RFI Document Pre-FOA concept development
Participate in and coordinate workshops, concept development documents, industry group meetings.
Prepare draft FOA Requirements Document (FRD) using approved EERE templates and SOPs. This includes a PowerPoint slide deck for management.
Consolidate all responses for RFI(s).
Update FOA Tracker in HQ SharePoint throughout development of the FOA through issuance of final award. Deliverable:
Draft FOA release Webinar preparation, logistics and slides
Create and update a FOA schedule using MS Project, spreadsheet or database that will include the development of the FOA, the prepared time line for submission of proposals, independent review process time frame, and schedule for the independent review and the DOE consensus review.
Letters of Intent (LOI): If required by a FOA, download LOI information from the EERE Exchange system and collect submitted LOIs and place in the FOA folder.
Conduct compliance review of submitted Concept Papers and prepare compliance review summary for review by the FOA Manager.
Coordinate review of Concept Paper by identifying and assigning reviewers in the EERE Exchange system and downloading results for review by the FOA Manager.
Assist FOA Manager with logistics such as meeting space and hotel accommodations.
Prepare miscellaneous obligation requests that include the merit reviewer estimate for honoraria, travel, and expenses. This includes assisting reviewers with DUNS and SAM systems registration.
Assist reviewers with the Exchange System to include: creating and updating the
database(s) to with resume, biographies, and other relevant professional information, as
requested.
Merit reviewer assignment. Assign reviewers to specific applications in the Exchange
system.
Review Independent Reviewer comments for compliance with the Evaluation Plan and as directed by the FOA Manager. Notify FOA Manager of inappropriate comments.
Conduct compliance review of applicant response to comments and provide report to
the FOA Manager. Notify reviewers as directed by the FOA Manager that response to
reviewer comment are available in Exchange.
Required Experience & Skills
Eight (8) years of relevant experience
B.S. or B.A. in a related discipline; four (4) years of experience may be substituted for Bachelor's degree requirement.
A Master's Degree may be substituted for an additional two (2) years of experience.
Authorized to work in the United States
Demonstrated project management experience
Basic data management and analysis skills (skilled in excel; no coding experience needed)
Experience querying databases
Meeting planning and facilitation experience
Detail oriented, organized, self-starter that can work independently
Preferred Experience & Skills
Experience following organizational Standard Operating Procedures (SOPs); experience developing new Standard Operating Procedures (SOPs) is a plus
Experience working within or with science and technical organizations is a plus
Preferred Education
