Job Overview
The New York State Energy Research and Development Authority (NYSERDA) seeks a Program Manager of Statistics & Analytics to conceptualize, drive and implement the statistical analysis, modeling and analytical functions needed to support the design, analysis and evaluation of NYSERDA initiatives as well as the data mining of NYSERDA data assets. The individual will manage the development of statistical, logical and analytical tools and subsequent analysis of data to assess both opportunities and performance.
NYSERDA is undertaking a concerted effort to advance its ability to support a market-based series of interventions to achieve massive scale-up of clean energy in NYS and support Climate Act goals. This will require a robust understanding of the State’s population/markets, as well as an ongoing analysis of the avenues of greatest impact.
Primary Responsibilities
Statistical Analysis of Populations and Impact Pathways
Lead NYSERDA’s effort to procure, merge and analyze data from various sources in order to characterize and segment the market for clean energy technologies, measures, and services
Use predictive analysis and other methods to help NYSERDA identify ways to scale clean energy markets and meet ambitious Climate Act goals
Collaborate with colleagues in program areas in the design and planning of initiatives with an eye toward how those initiatives can align with market characteristics and drivers and tap into market potential
Modeling and Analysis of Pilots (Experiments) and Demonstrations
Develop a set of heuristics that can be applied to the design of pilots/demos to ensure they are highly likely to address the stated market impact hypothesis and proof points and are done as cost effectively as possible
Produce a working logic model, sampling plan and other tools and mechanisms to both evaluate the pilots/demos and assist in dissemination of the “proof of concept” or benefits of the piloted technology/methodology for maximum impact
System and Tool Building
Lead the development, improvement, integration and of automation of tools designed to support work and decision making, including tools to leverage large data sets to characterize target markets
Identify ways for NYSERDA staff to self-serve to meet their own ongoing analytical needs, e.g., basic statistical programs to access large data sets
Project Management
Institute tools and lead efforts encompassing project work planning and tracking, resourcing and budgeting, optimizing resources, and ensuring quality and timeliness
Effectively communicate status to relevant stakeholders; collaborate and problem solve with technologists
Leadership and People Development
Build and manage a small, hard working, energetic, and highly-skilled team of analysts, acting in an internal consultancy role in support of the above
Support NYSERDA programs in developing a greater understanding among Authority units of the output and metrics needed for continuous improvement
Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork
Identify and execute opportunities to develop staff and colleagues to meet the Authority’s goals and their own professional goals; serve as a mentor and a role model
Build multi-disciplinary networks within the Authority, sister and oversight agencies, the Governor's office, and key contractors to advance the Authority's goals
Minimum Qualifications
Bachelor’s degree required, advanced degree preferred, in statistics, data science, business analytics, mathematics or related field
Experience in or working knowledge of the clean energy domain strongly preferred
8 years’ experience designing and conducting statistical and analytical assessment of systems, programs and projects with a demonstrated record of program improvement
Expert-level user of statistical (e.g., SAS) and data visualization (e.g., Tableau) software, high proficiency in SQL and use of relational databases, Excel, Power Point
Ability to drive to big picture goals and solve strategic problems while valuing and maintaining a strong attention to detail
Great resourcefulness and an instinct for surfacing value and pragmatic solutions, a naturally strategic approach
Ability to develop and lead a team capable of delivering impactful and market-relevant, actionable analyses
Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and in writing
