  Job Summary

  This position provides administrative, resource, and technical support to the Emergency Management Department in Morton County.   In this position, an employee will learn and utilize modern Emergency Management techniques, developments, designs, systems, methods, practices, and equipment.  This position will work closely with the city, county, and state officials to confirm accurate addressing for our 911 program so that 911 services such as 911 dispatch, Law, Fire, and EMS can swiftly respond to an emergency event.  The successful candidate should have skills and experience in; working in both team and independent environments and have the desire and interest to learn and perform in an emergency environment. 

  Responsibilities and Duties

  Plan, coordinate, and execute training in accordance with public safety and emergency management-related directives, regulations, policies, laws, standards, and guidance; become knowledgeable and trained in the Incident Command System (ICS).

  Assist with the development, administration, coordination, and maintenance of county-wide information systems, including 911 Mapping, State Baseline GIS data, Emergency Notification Systems through CodeRED and FEMA IPAWS systems, and the 911 system.

  Maintain GIS data for 911 mapping; develop and maintain fire district and ambulance district boundaries in support of emergency services; Collaborate with public officials from the city, county, and state governments to discuss and resolve 911 address/street questions and issues;

  Assist the Emergency Manager with development and maintenance of countywide information systems, including street and avenue sign projects, Geographical Information System (GIS) digital mapping system as related to 911addressing, and emergency reverse notification to the public.

  Develop and provide maps at the request of county response agency representatives;

  Interact with the public to resolve to address questions and issues;

  Aid in determining jurisdictional boundaries for emergency response agencies and make recommendations as needed;

  Assist and coordinate with County Department Leaders, City of Mandan officials, and Sheriff's department for all telecommunications (landline and cell phone) needs. Maintain all associated telecommunications network databases and records;

  Assist and coordinate with County Department Leaders, and Sheriff's department for all telecommunications cell phone needs, including updating and maintaining devices.

  Perform Logistics Section Chief and other duties assigned in support of Emergency Operations Center (EOC) activation(s). Maintain compliance with Logistics Section Chief, position-specific requirements per the Federal Emergency Management Agency’s (FEMA’s) standards;

  Assist with planning and conducting emergency preparedness exercises, testing the functions of the Local Emergency Operations Plan (LEOP), and learn the core capabilities using the Threat and Hazard Identification and Risk Assessment (THIRA);

  Coordinate with respective public safety agencies; provide interpretation and guidance concerning life safety, protection of property and the environment;

  Assist with the preparation of various reports on local emergency/disaster activities and other departmental administrative needs;

  Assist with the maintenance of the Emergency Management web page and provide input to the county web page; Assist with IT on advanced cameral system operations in the County Commission Room.

  Assist with information technology systems within the Emergency Operations Center (EOC); Help provide technical assistance and resource support to emergency response and recovery efforts by first responders and supporting agencies/personnel;

  Advises the County Commission and Law Enforcement on the laws, rules, policies, and regulations for life safety and property preservation. Advises and provides insight to City of Mandan Officials on the rules and regulations of 911 addressing and street naming, as it relates to new development and home construction;

  Assist in the preparation of revenue and expenditure budgets for departmental program responsibilities.  Assist in updating financial reports and making financial presentations. Help determine equipment needs, replacement schedule, and write specifications.

  Assist with planning and conducting emergency preparedness exercises testing the functions of the Local Emergency Operations Plan (LEOP).  Develop and write exercise after action, evaluation, and improvement plan reports.  Assist in the development, scheduling, and conduct of National Incident Management System (NIMS) training classes.

  Serve as a member of the Local Emergency Planning Committee (LEPC) by providing interpretations regarding hazardous chemicals; aid in developing and maintaining hazardous chemicals operational procedures in cooperation with local emergency responders, sellers and users of hazardous chemicals, State Emergency Management, and EPA.

  Assist in the administration of the Emergency Management Performance Grant (EMPG) Program standards for salary cost-sharing from FEMA.

  All other duties as assigned.

  Qualifications and Skills

  Bachelor’s degree in emergency management, business administration, information technology, or closely related fields; or three to five years of applicable work experience in emergency management, business administration, information technology, or closely related fields.

  Experience and knowledge with Geographic Information Systems are preferred.

  Ability to effectively demonstrate interpersonal and organizational skills; effectively communicate, both orally and in writing.

  The applicant is required to be on call and may have to work nights, weekends during active emergency or disaster situations.
