  The Work You Will Do:

  These position(s) are full time OPS Government Operations Consultant II positions in the Office of Long-Term Resiliency. This position will be part of the environmental team and works closely with various program(s) staff in carrying out the position duties and responsibilities.

  Pay: $23.00 to $25.00 per hour depending on experience

  Your Specific Responsibilities:

  Generates, reviews and evaluates technical National Environmental Program Act (NEPA) Environmental Reviews for HUD-funded disaster recovery and community development projects.

  Reviews and evaluates Environmental Reviews submitted by consultants and local governments to ensure compliance with federal and state requirements.

  Supports assigned project efforts focusing on the processing and tracking of environmental compliance documentation.

  Works with grant recipients to resolve any deficiencies in compliance documentation.

  Provides technical assistance to local governments and their consultants as needed to implement federal and state environmental rules and regulations.

  Documenting and track status of numerous assigned projects.

  Consult with local, state, and federal offices, including tribal councils, as needed, to ensure environmental reviews meet all compliance standards and required timeframes.

  May participate in conferences, workshops, seminars, training sessions and similar activities relevant to the program and environmental reviews in order to provide guidance on environmental review requirements and processes.

  Participates in the development and implementation of training workshops and webinars for local governments and their consultants.

  Required Knowledge, Skills, and Abilities:

  Ability to conduct research to find information and prepare technical reports based on that information.

  Ability to analyze complex and lengthy documentation to verify compliance with state and federal requirements.

  Ability to complete multiple assignments in a timely manner.

  Ability to prepare documents in Word, spreadsheets in Excel and create PowerPoints for presentations.

  Ability to make effective presentations on assigned responsibilities.

  Skilled technical reviewer with concise writing skills.

  Skilled at providing excellent and compassionate customer service.

  Efficient and effective perform a high volume of technical reviews.

  Ability to work and maintain productivity in a fast-paced environment.

  Ability to produce quality deliverables within compressed timeframes.

  Ability to analyze data and information.

  Ability to work independently and as a member of a team.

  Ability to maintain positive, productive working relationships with coworkers and leadership.

  Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.

  Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements in plain language.

  Possess effective verbal and written communication skills, including the ability to speak publicly and lead in-person and virtual meetings.

  Ability to compile data from a variety of sources and present it in a logical manner.

  Preference will be given to candidates with the following:

  A 4-year post-secondary degree or commensurate professional experience.

  A working knowledge of the National Environmental Policy Act (NEPA) and other federal and state environmental regulations.

  Experienced at effectively communicating with persons in a position of professional or political authority.

  Knowledge based on managing federal, state, and/or local grants or contracts.

  Qualifications:

  As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
