THE POSITION
National Policy and programs Managers (NPPMs) will represent Boehringer Ingelheim with a broad range of national healthcare system leaders throughout the UK, working with them to better understand and shape the healthcare policy environment, supported through the Boehringer customer value proposition.
NPPMs will monitor and assess the short, medium and long term opportunities and threats within healthcare policy and the NHS environment, informing the company franchises of any impact to brand planning to ensure that Boehringer have a future proof strategy.
NPPMs will also support the growth of Boehringer's business in the UK by developing and implementing SMART country-specific business plans and initiating strategic policy focused programs. NPPMs will be expected to liaise closely with government affairs, corporate affairs and patient engagement colleagues across the business.
Tasks & responsibilities
National Policy
Stakeholder Management - lead on engagement activities with national organisations including NHS Policy Leads & Organisations, key decision makers in NHS England, Wales and Scotland, as well as representing Boehringer in appropriate Industry forums.
National programs
The NPPM team will provide oversight and leadership in the creation and delivery of key Policy initiatives and programs to shape policy direction for both current and future pipeline priorities.
In addition to the above and in close collaboration with the External Affairs team collaborating in activities with devolved National Assemblies, Governments, ABPI, Trade associations, policy think tanks and patient organisations.
Accountabilities
• NHS Environmental knowledge and an ability to translate into strategy.
• In collaboration with the External Affairs team, the NPPM team will use the knowledge from their national stakeholder engagement, attendance at key policy conferences and events, and monitoring of environmental changes to inform the business of key external developments and make recommendations. These activities will often require the co-ordination of meetings and development of briefing materials.
• In the devolved nations, given their broad knowledge of the local environment, the NPPM team member will lead on activities for wider policy topics such as national health strategies and the development of National Formularies, this will be done in close collaboration with the External Affairs team.
Business Planning:
• The NPPM team will be a key contributor to the therapy areas plans (ICP, integrated customer plans) and work in collaboration the franchise and market access cross functional team.
• The NPPM team are responsible for the development and implementation of national key stakeholder and partnership plans. These will be built in collaboration with a wide range of colleagues from franchise, medical and the field to support CSF delivery.
• Support franchise and field teams with knowledge about national policy and key customer programmes to aid their local/regional business planning.
Requirements
• An extensive understanding of the UK pharmaceutical operating environment and NHS and health policy landscape. Specific knowledge of the devolved nations is also required for some of the roles.
• Extensive experience in policy development, public affairs and external relations gained in a comparative public affairs/market access role in health or pharmaceutical companies, with the ability to clearly demonstrate how this helped achieve commercial outcomes.
• Individuals who possess a desire to make a positive difference for patients and which have a fascination for the interplay between business and healthcare policy
• Ability to develop strong relationships with senior customers and manage a complex array of internal stakeholders.
• Strong strategic thinking ability, with well-developed inter-personal and influencing skills.
• A proactive and collaborative approach to working and evidence of successful working in a matrix organisation.
