  Job Description

  The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government and is comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents of the Commonwealth - some of our most vulnerable children, youth, adults, individuals with disabilities and elders. EOHHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes.

  The Commonwealth of Massachusetts is seeking an exceptional individual to join the MassHealth Information Technology team. This is an exciting opportunity to join a highly skilled and visible team within the Executive Office of Health and Human Services (EOHHS). The MassHealth Applications Director will report directly to the Assistant Chief Information Officer for MassHealth and will oversee and supervise all aspects of the MassHealth Applications Team.

  This role will work collaboratively with Commonwealth Information Technology services and teams, IT service vendors, MassHealth leadership, the EOHHS legal and finance departments, and subject matter experts. This role requires strategic and tactical leadership to help ensure that initiatives are delivered successfully, sustained operationally, and that MassHealth applications continue to meet evolving business needs. The incumbent is expected to be a strong team player with excellent communication skills.

  The MassHealth Applications Director is primarily responsible for the overall operation of MassHealth applications (excluding large enterprise applications such as MMIS and eligibility systems) including ongoing production, system performance, strategic and tactical planning, and enhancement/release management. This position is expected to oversee the delivery of application enhancements that conform to Agency business practices, addresses both consumer and provider concerns, and integrates with state level efforts to consolidate and rationalize the Commonwealth's Health and Human Services IT infrastructure.

  The MassHealth Applications Director is responsible for effectively marshalling the resources of the program and business staff, as well as IT staff, to meet the needs of EOHHS to achieve operational success. This position requires the development of strong relationships with other Executive and Senior Leaders in Mass Health and EOHHS.

  The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday - Friday, 8:00 AM - 4:00 PM, with flexibility available and based on operational needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

  Duties and Responsibilities:

  Provide clear focus, direction, and leadership for the MassHealth Applications Team including leading project management and implementing release management best practices for MassHealth line-of-business applications.Provide financial oversight for application efforts including the development of budgets, spending plans, invoice reviews/approvals, resource, and financial tracking.Partner with the Medicaid Systems Development Team and MassHealth Unified Testing Team to manage the release planning processes using sound SDLC principles.Develop and implement project governance and continuous service improvement strategies, including conducting ongoing IT roadmap workshops.Ensure that all systems are developed and operated in accordance with all relevant policies and procedures and manage business requirements to ensure full compliance with business needs and requirements traceability.Accurately estimate systems development efforts and report on systems development activities, including but not limited to the execution and status of releases associated with performance standards.Collaborate with other Medicaid Enterprise Systems teams to ensure that the applications are interoperable with the appropriate upstream and downstream systems.Provide contract development and contract management for application vendors and services, and ensure all Master Agreements (MA), Requests for Response (RFR) and procurements adhere to the standards of OSD, EOHHS, and the Commonwealth of Massachusetts guidelines.Participate in the CMS Advanced Planning Documents process, which includes budget creation & monitoring, procurement, and project status reporting.Communicate production outages necessary to accommodate planned and emergency releases.Responsible for ensuring the required levels of security, backup, retention, and disaster recovery plans.Participate in the System Disaster Recovery and Continuity of Operations processes for the MassHealth Enterprise Systems.Directly supervise staff and oversee daily operations of the Applications Team and responsible to hire, supervise, conduct annual reviews, create production schedule, on-call resources, and mentor staff.Ensure program quality, integrity, and compliance with state and federal program requirements.Other responsibilities assigned.

  Preferred Knowledge, Skills, and Abilities:

  Three (3) to five (5) years of relevant experience managing application teams.Strong operational and project management skills, including PMI and Agile project management experience in all software development lifecycle methodologies.Strong background in full life cycle SDLC using Agile or other framework in support of the business.Proven success in managing and completing IT projects on schedule, producing key project deliverables, and ensuring that required business outcomes are achieved.Experience in directing vendors and individual contractors engaged in developing and/or implementing large scale projects.Ability to identify and mitigate risks, manage, and resolve issues, and drive decision-making to keep a project focused and on track.Ability to communicate in multiple mediums to all levels of staff, both within and outside of EOHHS from operational staff to executive staff, as well as to the public, service providers, and other relevant external organizations.Experience and ability to understand the impact of IT Systems changes on both systems and process levels, from the individual involved in a process that is being reengineered, the changes required in a business unit's operations, to the ultimate impact on the consumers and providers.Experience managing a large staff in a complex IT environment along with a demonstrated history of management and leadership skills.Experience identifying and resolving complex system-related problems identified by end users, vendors or other stakeholders.Experience managing and observing Program performance and subsequently creating and implementing changes to improve Program performance.Excellent Microsoft Word, Excel, MS Project, and PowerPoint skills.Excellent communications skills (interpersonal, verbal, and written.

  Education and Certifications:

  Bachelor's degree in Information Systems, Computer Science, or related field, or equivalent work experience.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
