  Summary This position is located in the Office of Workplace Diversity located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities As a student trainee, the incumbent conducts legal research as required, in libraries and various online resources, such as Lexis and Westlaw. Verifies citations and legal references on prepared legal documents. Prepares summary digests of EEOC or federal case comments or other filings, including EEO complaints, legal research, court decisions, decisions of other regulatory agencies, proposed or enacted legislation or legislative history. Assists with the preparation of training documents and presentation of training modules related to the OWD mission. Assists with the preparation and review of data for various required reports which have definitive deadlines. Performs legal research and compiles background information or data and identifies relevant questions or law and facts. Drafts legal memoranda, final agency decisions, acceptance letters, and other documents, under supervision of OWD staff members. Prepares non-legal memoranda, statements of fact and/or other related documents, reports, and correspondence relating to issues and cases assigned. Uses a full range of Microsoft Office suite products to prepare reports which may include using a glossary of prerecorded formats, form letters, and standard paragraphs. Uses automated software or applications, develops and implements methods to record, maintain, and retrieve data. Drafts responses to inquiries from other Bureaus/Office, Federal Agencies, Congress, external stakeholders or groups, and/or the public pertaining to legal matters within the area of responsibility of the Counsel/Office/Bureau to whom assigned concerning the work of the office and prepares in final form and for signature of the proper FCC official. The incumbent performs in-depth research on diverse EEO law subjects using EEOC regulations, Federal regulations, circulars, policy letters, court decisions, digests and case citations. Prepares digests of selected decisions or opinions which incorporate legal references and analyses of precedents involved in areas of well-defined and settled points of law. Reviews case materials to become familiar with questions under consideration. Searches for and summarizes relevant articles in legal publications, law reviews, and similar materials for use by attorneys in the preparation of opinions, and other legal documents. Supports attorneys in drafting opinions and analyzing requests (i.e. considers past policies and precedents, FCC and EEOC regulations and laws). Opinions include a summary of applicable law, an analysis of the application of law to the factual situation, and conclusions or recommendations. These areas may include but are not limited to administrative law, employment law, and legislation, including agency authorities. Responsible for receiving and sending e-mail correspondence. Responds to inquiries concerning the work of the of the Office and prepares in final form and for signature of the proper official, replies to inquiries and correspondence from Congress, and other groups pertaining to legal matters within the area of responsibility of the OWD. Requirements Conditions of Employment Education-Transcripts Required Suitable for employment as determined by a background investigation. Males born after 12/31/59 must be registered with Selective Service. Financial disclosure statement may be required upon assuming the position. Be a law degree seeking student Must submit a cover letter which describes your interest in the position. Writing sample required (not more than 5 pages) References required Must maintain at least half-time enrollment status as defined by your school. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, you should only report attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Qualifications A degree seeking student in the field of Law and have completed one to two years of study toward law degree. Enrolled in a school that has been accredited by an accrediting body recognized by the U.S. Department of Education. Enrolled at least half-time as defined by your school. Be in good academic standing (i.e., must have at least a 3.0 GPA or its equivalent). Students must provide a Cover Letter describing their interest in the position. US Citizen or if you are not a citizen you must meet one the following criteria: 1. owe permanent allegiance to the United States (for example, natives of American Samoa and Swains Island); 2. be a lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); or 3. be admitted as a refugee under 8 U.S.C. 1157 or have been granted asylum under 8 U.S.C. 1158 and have filed a declaration of intention to become lawful permanent resident and then citizen when eligible. GS-07: Completed one full academic year of graduate level education toward a law degree. GS-09: Completed two full academic years of graduate level education toward a law degree. Education requirements must be met prior to appointment. Updated transcript is required to verify requirements have been met. Education Enrolled and pursuing a law degree. Additionally, applicants must be a U.S. citizen for positions that require security clearances. Other: - Before hiring, an agency will ask you to complete a Declaration for Federal Employment to determine your suitability for Federal employment and to authorize a background investigation. The agency will also ask you to sign and certify the accuracy of all the information in your application. If you make a false statement in any part of your application, you may not be hired; you may be fired after you begin work; or you may be fined or jailed. If you are a male over age 18 who was born after December 31, 1959, you must have registered with the Selective Service System (or have an exemption) to be eligible for a Federal job. - If applicable, you will be required to serve a trial period of one year. - In order for you to be employed at the FCC, there are certain Commission and Federal laws governing the financial interests of you and members of your immediate family. If selected for the position, you must submit a financial disclosure statement upon assuming the position.
