Positions are located in the following duty locations: Las Vegas, NV - salary range $88,756-115,379 Reno, NV - salary range $87,178-113,327 These positions are authorized a 20% incentive - see Additional Information Responsibilities Serve as a project leader or senior project member for complete hydrologic investigations by planning, conducting, and reporting on interpretive studies. Collect, interpret, analyze and evaluate hydrologic data. Assignments involve planning, executing, and reporting on original hydrologic studies or ongoing studies requiring a fresh approach to resolve new problems. Work on complex or controversial water issues whose solutions require a proven understanding of hydrology and one or more related disciplines such as hydraulics, geology, ecology, geochemistry, and the complexities of ground or surface water flow. Conduct planning, review, and evaluation of multi­-basin, multi-aquifer investigations which includes predictive water quantity and quality numerical modeling and adherence to all management-based water resource policies. Provide current information on policy, resource management, State or local water regulations, and technical requirements. May serve as an expert witness in hearings or respond to Congressional inquiries. Prepare investigative project proposals and develop work plans and protocols which include consideration of previous experimental and theoretical analyses, and evaluation of all available data from various sources. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Basic Education Requirements: Degree in physical or natural science; or engineering that included 30 semester hours in courses such as hydrology, physical science, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography or the management or conservation of water resources AND 6 semester hours in calculus (both differential and integral) AND 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. I will provide a copy of my college transcript. OR Have a combination of education and experience that includes the coursework shown above plus appropriate experience such as field or laboratory work requiring application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to make observations, take samples, operate instruments, assemble, analyze, and interpret data and report findings orally and in writing. I will provide a copy of my college transcript. At the GS-12 Level: Meet the basic requirement above AND have 1 year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as experience as a technical advisor in hydrologic or watershed management work; planned and developed projects and predicted the effects of proposed treatments and land use decisions on ground water; conducted hydrologic studies and analyzed environmental impacts of water disposal actions; and insured compliance with laws and regulations concerning air and water quality and flood plain management. There is no substitution of education for experience at this grade level (GS-12 and above). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods ow walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits. The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. field assignments many also involve operating small watercraft, driving motor vehicles to work sites, some of which may re remote and include overnight stays in remote locations. Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex setting and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use personal protective equipment. Safety precautions and protocols are observed at all times and the scientist compiles with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor. Education This position falls under the Classification & Qualifications General Schedule Qualification Standards Hydrology Series, 1315 - and has Individual Occupational Requirements This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. All selections and tentative offers of selection are contingent upon submission and verification of 'official' transcripts. Additional Information Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.
