  The Boeing Company is seeking a Senior Manager to lead the GTO (Global Technical Operations) activities based at Al-Udeid Air Base. The Senior Manager GTO Qatar will be responsible for performance against the F-15CLS (Contracted Logistics Support) contract for the Qatari Emiri Air Force. Alongside the QEAF and F-15 Program Management, the successful candidate will strive to meet and exceed operational performance on mission capability and customer objectives whilst maintaining best in class safety and quality performance.

  Working alongside local Program Leadership, this customer facing role is responsible for managing large cross functional teams in a highly complex and multi organizational customer environment to deliver against contractual requirements and mission execution. accountable for customer-focused, product and employee safety, on time delivery, training, quality-first services, and post-delivery support.

  The successful candidate will be embedded within an environment working alongside peers, teams and customers in dynamic and operationally focused atmosphere. Experience of having worked in the Middle East Region would be an advantage but not essential.

  The GTO team in Qatar are responsible for all aspects of O & I level maintenance, launch and recovery and modification and repair of the F-15QA fleet based at Al Udeid Air Base, Doha Qatar.

  Senior Manager, Global Technical Operations, Qatar will work closely with the F-15QA BGS Program, USG Program Manager, local Qatari Emiri Air Force (QEAF) partner, and Global Technical Operations leadership to support delivery of safe, high quality maintenance execution to our customer. Senior Manager, Global Technical Operations, Qatar will develop and motivate a large team of diverse roles and skills, capability, and experience to maximize individual and team performance. Senior Manager, Global Technical Operations, Qatar will perform large scale project management activities in development of project plans, deliverables, line management, and risk assessments to support the operation.

  The Senior Manager, Global Technical Operations, Qatar will have an understanding of contractual language and requirements to ensure compliance and execution and conduct thorough and complete program status reporting to internal and external customers as required to include USAF/QEAF Maintenance briefings, DCMA/GGFR Quality Briefings and Boeing program office leadership.

  This is a Long-Term Assignment to Qatar. Relocation/assignment benefits to the international location will be provided. Ability to meet International assignment health requirements required. If accompanied, family must also meet international assignment health requirements.

  Position Responsibilities:

  Manage the day to day responsibility and accountability of maintenance operations across multiple areas of operations ensuring that the Contractual, Customer, and organizational procedures and standards are complied with at all times. Ensure functional delivery meets Program requirements for the scope and performance.Establish a safe working environment and promote safe working practices according to Boeing and local safety requirements.Promote Safety Culture, First Time Quality, FOD Reporting and SMS. Champion Go4zero initiative and promote a safety first culture.Develop Interface with multiple stakeholders as well as internal and external functions to ensure seamless delivery of maintenance services.Motivate, guide, develop and coach colleagues and reports.Maintain compliance with Boeing, Customer and USG process to ensure customer achieves mission, training and business objectivesImplement, lead, and manage Risk, Issues, and Opportunity in BORISManpower planning, staffing, training, time management, performance management, personal development.Meet training requirements for mandatory and non-mandatory training.Provide support and direction during emergent events.Promote innovation and champion continuous improvement initiatives such as Lean.Work with the Quality Team to address occurrences and audit findings in a timely manner.Provide oversight and approval of performance approaches, acquires resources, and maintains quality, safety, schedule, and cost plans.Represent program/organization as a prime contact on local day-to-day operations.Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.Continuously monitor customers, suppliers, and operations to spot issues and manage expectations and team to target.Develop robust processes and procedures to increase productivity and drive efficiencies and safety within the operation.Provide leadership sponsorship of initiatives, working groups and after-action reviews to promote continuous improvement.Provide functional input to Program Management in support of proposal development, new campaigns or growth of existing workManage escalation of issues and help needed as necessary to ensure continuity of operations to agreed performance levels.Provide regular reporting to functional and program leadership for items such as Safety, Quality, Delivery, Cost, Innovation, People.Any other ad-hoc duties as assigned by the Director of International Field Operations.

  This position is expected to be 100% onsite. The selected candidate will be required to work onsite at Al Udeid Air Base, Qatar.

  This position requires the ability to obtain a U.S. Secret Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

  Basic Qualifications (Required Skills/Experience):

  Working knowledge and experience of flight line operations - launch and recovery, F-15 preferred.Demonstrable experience in managing cross functional teams.5+ Years in a Manager and/or Leadership Role overseeing teams.5+ years of experience in providing technical and performance oversight of aircraft maintenance or modifications.Knowledge of AFI 21-101 or equivalent Government Contracting medium for Foreign Military Sale SOW.5+ years of experience using Microsoft Office applications such as SharePoint, Word, Excel, PowerPoint and Microsoft Project.Ability to travel to domestically and/or internationally on short notice.

  Preferred Qualifications (Desired Skills/Experience):

  Demonstrable experience in project and program implementationExperience in one or more of the following domains:Maintenance /Modification.Field Service and/or Maintenance leadership.Military Program Support.FMS Government Contracting Requirements and Compliance.

  Ex-Pat Information:

  Candidate must be able to obtain a work visa, depending on requirements of the countryCandidate must be able to meet the cultural requirements of the country, as applicableEmployment is contingent on the candidate's ability to satisfy all labor and immigration formalities of the countryBecause the candidate selected will be expected to go on an international assignment, the offer will be contingent upon the candidate's ability to obtain clearances from International Health Services and the receipt of a visa/work permit to the country in which he or she will be assigned. These contingencies also apply to any/all family members who may be relocating with the candidate.

  Relocation:

  Relocation benefits will be provided only to the international assignment.

  Summary pay range: $180,200 - $243,800

To meet export control compliance requirements, a "U.S. Person" as defined by 22 C.F.R. §120.15 is required. "U.S. Person" includes U.S. Citizen, lawful permanent resident, refugee, or asylee.
