  We are now looking for a Director, Water Quality & Environmental Compliance who will be accountable for Aqua Pennsylvania's Water and Wastewater Treatment and Environmental Regulatory Compliance programs. The position will directly interface with Aqua management and staff in the Departments of water production, water distribution, wastewater treatment and collection, laboratory, customer relations, water quality, compliance, and engineering. In addition, the position interfaces with outside regulatory and legislative organizations including the PADEP, PA Public Utility Commission, peer groups, industry trade organizations, and consultants.Reporting to senior operations leadership and providing leadership for a team of up to twenty colleagues, you will join a well-established water utility currently going through significant investment led transformation. You will drive improvement and innovation at a strategic level in a regulated environment across people and operations consequently creating development opportunities for the broader team.The successful candidate for this role will be able to conceive, implement, and achieve strategic actions that ensure proactive steps that ensure compliance with water quality and environmental regulations.

  Key credentials and experience you must bring to Aqua PA:At least 7 years progressive experience working in Drinking Water programs in a public or private utility. Experience must include work associated with surface water plants greater than 5 MGD, wells, large water distribution systems, and wastewater treatment systemsEvidence of driving strategic improvement in utility operations through standard and unique water treatment processesEvidence of implementing an Environmental Compliance SystemPreferably having led programs across multiple geographically dispersed systemsWorking knowledge of PADEP and EPA regulations related to the Safe Drinking Water and Clean Water Acts. Knowledge of other similar State programs is acceptable.Experience leading a team of at least 10 people.Experience aggregating and utilizing data to inform strategic change.Bachelor's degree in Civil or Environmental Engineering, Environmental Science, Chemistry, or Biology required. A Master's degree is preferred (Technical or Business related). If you do not have a Master's Degree, you should be seriously willing to pursue it using Aqua's Tuition Assistance program.Must have or obtain via reciprocity a PADEP Drinking Water Class A and Class E licensePreferably possess or obtain within 24 months PADEP Wastewater Class B (minimum) Treatment license an a Class E (Collections system) licenseEvidence of working to cooperatively solve problems with departments and staff not in your line of reportingKnowledge of current and emerging environmental issues.

  Key Accountabilities:Make decisions and recommendations that are recognized as authoritative and have far-reaching impact on environmental activities.Utilize a data-led business performance management approach to directing and leading the assigned programs.Develop, implement, and administer comprehensive programs, policies, guidelines, and procedures related to environmental and regulatory compliance comprising core functions of regulatory permit management, pretreatment compliance and enforcement, analytical data management, internal auditing, regulatory agency partnerships, and environmental documentationResolve environmental and regulatory issues with internal customers and regulatory agencies.Prepare clear, concise and comprehensive correspondence, reports, and studiesEnsure all relevant water quality and compliance protocols are established and implementedProvide technical assistance to the operations units on Water Quality and Environmental issues.Support water quality programs related to corrosion control and new source assessmentsManage regulatory documentsWork with other Departments to resolve issues (e.g., Notice of Violation, Consent Orders, new permit specials conditions, new treatment requirements, non-legislated requirements, Environmental Hearing Board appeals, etc.).Interface and coordinate with Aqua PA laboratory management and staff as needed to achieve objectives.Support functional departments with PA Public Utility Commission interfaces.Within assigned areas of accountability, serve as Aqua PA's representative to professional, industry and community groups, and customers, and to other agencies, organizations, and individuals.Conduct training for Aqua PA staffLead and manage environmental non-compliance events or other matters related to safe drinking water and wastewater discharges.Work with the corporate Environmental Compliance Department to establish, monitor and report on Company agreed metrics. Initiate actions working with key stakeholders to recover where metrics are not being met.Identify the need for change of current processes or initiate new processes and use change management techniques to gain stakeholder buy-in and implementation.Ensure surface water plants and wells receive support for treatment needs, and regulatory inspection (Filter Plant Performance, Sanitary Surveys, Filter Bed Evaluations, etc.)Establish programs that ensure sampling protocols are in place, and distribution water quality is maintained.Assist wastewater management with treatment support and regulatory matters (e.g., permit negotiations.).Conduct inter-Company Compliance briefings ("CAP calls") for water and wastewater programsPrepare an operating budget and provide input to other Departments on Capital Investment needs related to Water Quality and Environmental Compliance needs.Implement annual audits as directed by Supervisor to identify areas of operational excellence or areas in need of improvement related to water treatment and regulator compliance. Publish audit findings, work with stakeholders to ensure findings are closed in timely period.Manage Aqua PA's Industrial Pretreatment Program including permitting and Tariff requirements.Participate in new acquisition pursuits to identify current state and investment needs to meet water quality and environmental compliance requirements.Use Company pro
