Summary Organization Location: Office of the Chief Financial Officer Supervising Executive: Chief Financial Officer Area of Consideration: All Sources - Public Salary: This is a Tier 2 (NRC Pay Group B) SES position Financial Disclosure: This position is subject to Public Financial Disclosure Reporting requirements and NRC prohibited securities ownership restrictions Responsibilities As the Deputy Chief Financial Officer you will assist the Chief Financial Officer in establishing, planning, budgeting, and financial management policy and activities for the agency and providing advice to the Chair, the Commission, and senior agency officials on these matters; providing leadership in the formulation, budgeting, execution, analysis, and presentation of the agency’s budget; developing and maintaining an integrated agency accounting and financial management system; establishing policy and directing oversight of agency financial management personnel, activities, and operations; preparing and transmitting an annual report which includes the agency's audited financial statement to the Chair and the Director, Office of Management and Budget and Congress; monitoring the financial execution of NRC's budget in relation to actual expenditures, controlling the use evaluating and implementing internal controls for agency funds to ensure that they are expended in accordance with applicable laws and standards, and preparing, evaluating, analyzing and submitting timely cost and performance reports; and reviewing fees and other charges imposed by NRC for services provided and making recommendations for revising those charges as appropriate. Duties may include, but are not limited to: Oversees all financial management activities relating to the programs and operations of the NRC. Develops and maintains an integrated NRC accounting and financial management system, including financial reporting and internal controls, which: Complies with applicable accounting principles, standards, and requirements, and internal standards Complies with such policies and requirements as may be prescribed by the Office of Management and Budget Complies with any other requirements applicable to such systems, and provides for (a) complete, reliable, consistent, and timely information which is prepared on a uniform basis and which is responsive to the financial information needs of NRC management; (b) the development and reporting of cost information; (c) the integration of accounting and budgeting information; and (d) the systematic measurement of performance Directs, manages, and provides policy guidance and oversight of NRC financial management personnel, activities, and operations, including: Developing and evaluating resource allocation strategies in line with NRC’s strategic plan The financial integrity, formulation, budgeting, execution, and analysis of NRC’s budget The recruitment, selection and training, development, and retention of personnel to carry out NRC financial management functions The approval and management of NRC financial management systems design or enhancement projects The implementation of agency asset management systems, including systems for cash management, credit management, and debt collection The preparation and transmission of timely and accurate financial statements Development and implementing more efficient and streamlined methods and procedures to accomplish the goals and objective of the organization Requests and utilizes financial resources effectively and efficiently to accomplish agency mission and goals. Ensures that staff performance is managed effectively and performance plans identify key performance priorities and appraisal results indicate meaningful distinctions are made in staff performance assessments. Assigns and directs work within the organization, evaluating staff and organizational effectiveness in accomplishing assigned tasks, and trouble-shooting problems that arise in accomplishing the goals and objectives of the organization. Develops and implements more efficient and streamlined methods and procedures to accomplish the goals and objectives of the organization. Education Additional Information The duty location of this position is Rockville, Maryland. In general, executive employees are expected to be in the office at least 6 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy. When NRC determines that, in the absence of such an incentive, it will be difficult to fill the position with a suitable candidate, NRC may offer a relocation incentive to a current Federal employee who is required to geographically move.
