Job Description
The Iowa Finance Authority is searching for an outstanding and motivated professional to join our Accounting Team as our Accounting Manager.
Our Accounting Manager will safeguard the assets of our programs and ensure that transactions are properly recorded. They provide analysis of financial results to management and stakeholders and work to provide outstanding customer service. This position will provide accounting services to our State Revolving Fund team/program.
General duties:
Accounting Managers provide financial leadership for one or more of the agency’s major programs; safeguard the agency’s assets; prepare financial statements in accordance with Governmental Accounting Standards Board (GASB) guidance; and assist program managers with analysis of financial results.
Evaluate and maintain effective internal controls
Prepare journal entries
Account reconciliations
Accounts receivable management
Bank reconciliations
Maintaining policy & procedure manuals
Grant management
Support the agency’s annual independent audit
Loan servicing
Implementation of new GASB standards
Budgeting
Debt service management

The Accounting Manager position is a non-merit contract covered position that is classified by the State of Iowa as an Accountant 3.

Minimum Qualification Requirements
Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;
OR
Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
