Summary This position is with the Denver Loan Guaranty Office at one of the 10 locations listed. The Servicing Officer (SO) oversees the servicing of VA-guaranteed loans on a nationwide basis. The SO serves as the supervisor of Senior Loan Technicians, Loan Technicians and Assistant Loan Technicians in the Loan Administration (LA) Value Stream who are involved in monitoring mortgage companies and financial institutions that service loans guaranteed by the Department of Veterans Affairs (VA). Responsibilities Specific duties include: Plans and directs the activities of loan servicing for section staff. Ensures delinquent borrowers are provided with alternatives to foreclosure and provides supplemental servicing for seriously delinquent loans. Implements loan servicing and claims procedures for guaranteed loans that are delinquent and in danger of being liquidated by foreclosure. Prioritizes workload and adjust to changing situations and procedures. Manages and/or supervises (plan, organize, direct, control, review, etc) the work activities of subordinates. Interviews candidates under merit promotion, recommend selections, and recommend other personnel actions. Provides guidance and training to staff; monitors quality, quantity, and timeliness of work; and assists with reviews and reports. Instructs servicers/holders on VA requirements for servicing delinquent VA loans and procedures. Produces well-written information which may include technical material that is appropriate for the intended audience. Develops and/or administers required training for employees. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. Education: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-12) is the normal line of progression for the occupation. Specialized experience is defined as experience interpreting and applying guidance/regulations applicable to the VA loan program (Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4337) and experience underwriting VA guaranteed home loans. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
