The position is responsible for developing and managingsystems and processes that are focused on implementation, execution,reporting, analysis, and continuous improvement of the safety managementsystems, including the System Safety Program Plan (SSPP) for commuterrail under the Federal Railroad Administration (FRA) and the PublicTransportation Agency Safety Plan (PTASP) for light rail and bus modesunder the Federal Transit Administration and the Colorado Public UtilitiesCommDUTIES & RESPONSIBILITIES:Essential:Lead the design, deployment, and oversight of enterprise-wide safetymanagement systems, ensuring compliance with regulatory and safetyrequirementsDrive initiatives to reduce accidents and injuries, guiding safety projectsand risk management strategies.Manage critical safety plans, including the System Safety Program Plan(SSPP) and Public Transportation Agency Safety Plan (PTASP),focusing on continuous improvement in safety culture.Develop and disseminate comprehensive safety education programs and conductoutreach activities for employee engagement.Ensure safety compliance in bus and rail project designs, adhering to allapplicable safety standards.Chair safety committees, analyze safety data for trend identification, anddevelop effective safety performance metrics.Oversee a comprehensive hazard management program encompassing riskassessments, incident investigations, and implementation of correctivemeasures.Utilize data effectively to evaluate and enhance the effectiveness of SMSprograms, advocating for necessary safety resources.Supervise and develop a skilled team, fostering a safety culture alignedwith the agency's goals.Provide leadership support to the Chief Safety Officer, including assumingdepartmental responsibilities in their absence.Other:
All job-related duties as assigned.QUALIFICATIONS:Minimum Qualifications:Bachelor's degree in system safety engineering, occupational andindustrial safety management, related engineering, or closely related fields.A minimum of five years of experience in system safety assurance,certification, and reporting with a strong understanding of safety data,data analysis, and trends.A minimum of three years of supervisory experience or equivalent.Valid drivers license and acceptable MVR.Preferred Qualifications:Professional Safety or Auditor certification preferred.Transportation Safety and Security Program (TSSP) Certification requiredor the ability to achieve certification within three years of hire.Certified Safety Professional (CSP)or Certified Industrial Hygienist(CIH) preferred.Previous experience working in a highly regulated environment preferred.Knowledge, Skills, and Abilities:Proficiency in safety management systems components/framework,particularly safety risk management and safety assurance.Proficiency in OSHA, FTA, FRA regulations, and industry and consensusstandards and codes (ISO, NFPA, ASSP, ASME, UBC, etc.)Proficiency in the safety certification processes and management ofchange/configuration management.Proficiency in the Fede al Transit Administration safety certification andworker protection guidelines preferred.Proficient in FTA Safety & Security Management Plan and Project ManagementPlan program requirements preferred.Proficiency in hazard analysis, safety design criteria, and resolutionprocesses.Proficient with Microsoft Office 365Ability to communicate effectively, orally and in writing.Ability to use sound judgment.Ability to manage time and workload effectively, including planning,organizing, and prioritizing with attention to detail.
