The Communications Specialist 4 provides communications, marketing, design, and photography services at Minnesota Management & Budget (MMB), the agency responsible for statewide human resources and fiscal management. The position oversees communication and marketing activities - including enterprise-wide communications and marketing - for work units throughout the agency. On an ongoing basis, the Communications Specialist 4 leads communications and marketing efforts for MMB‘s Enterprise Talent Development, Results, and Management Analysis and Develpment Services.
This position is responsible to:
Develop, implement, manage and evaluate internal, enterprise and external communication and marketing strategies, programs, and campaigns for the agency
Identify communication opportunities and target audiences
Create copy for publications, news releases, legislative reports, social media, website, Teams and SharePoint
Assist in the preparation of speeches, presentations, and briefing materials for agency leaders
Present independently in support of agency or enterprise initiatives, programs and services.
Create impactful, effective, accessible graphic designs for digital and print communications, reflecting MMB and state brand standards
Take and edit photographs, produce videos, and manage related workflow, priorities, deadlines and budget implications
Minimum Qualifications
At least four (4) years of professional-level experience.
A Bachelor’s degree in communications, journalism, public relations, or a related field may substitute for one (1) year of professional-level experience.
A Master’s degree in communications, journalism, public relations, or a related field may substitute for eighteen months (18) of professional-level experience.
Professional level experience must include:
Excellent interpersonal and human relations skills to effectively relate and work with a diverse population of stakeholders.
Experience working in web content management systems.
Solid editing and writing skills.
Strong graphic design skills and experience with design software.
Strong photography and videography skills and knowledge of associated editing software.
Close attention to detail.
Ability to translate complex information into compelling messages that are easy to understand.
Strong organizational and project management skills.
Ability to work independently, applying professional judgement to new situations.
Thorough knowledge of communications practices.
Demonstrated proficiency in media relations and interviewing skills.
Demonstrated ability to think and act creatively to solve complex problems.
Preferred Qualifications
Experience with public sector organizations.
Familiarity with AP writing standards.
Knowledge of state policies, procedures and practices in the areas of information, financial and human resources management.
Understanding of social media tools.
Ability to utilize qualitative and quantitative statistical methodology to measure, track and analyze metrics and provide guidance to adjust work or strategies.
