About Supervisory IT Specialist

  Summary The ideal candidate will possess the ability to lead a technical services team and obtain/maintain a COR Level II certification to handle budgets and IT procurements. The candidate will have knowledge of performance management, analyzing workflows and equipment configuration to create efficiencies for long-range future requirements. In addition, the candidate will have familiarity with videoconferencing and cloud technologies. Responsibilities What will I do in this position if hired? This position resides in Mission Support, Office of the Chief Information Officer, Operations, Operations & Services, Data Network Services, Video Operations Center. In this Supervisory IT Specialist position, you will perform the duties of Supervisory IT Specialist. The duties required of this position are to provide supervisory support and lead a technical video operations services team. Typical assignments include: Providing customer service and ensuring that all activities maximize production outputs. Serving as a technical specialist evaluating equipment configurations, service delivery workflows, and creating efficiencies to enhance the level of services provided and ensuring conformance to FEMA policies. Preparing analysis for long-range equipment requirements of complex information systems related to video technology to include rapidly changing equipment requirements, cost-benefit analysis, and mission needs. Conducting Information Technology strategic planning and project management activities to ensure technology is maintained and refreshed to meet current and future customer demands. Maintaining yearly VOC budget line items to include projection and timely procurement submissions. What else do I need to know? Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. To qualify for this Supervisory IT Specialist position at the IC-13 level, you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Leading a technical team. Installing networked devices or supporting IT services. Communicating with leadership, customers and vendors regarding operational capabilities. AND GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
