  Job Description

  The Principal Government Affairs Advisor will monitor state and local legislative and regulatory activity; assess potential impact on Blue Cross NC operations, assist in developing corporate positions and responses, and represent Blue Cross NC to achieve corporate objectives.

  This is an exceptional opportunity to do innovative and meaningful work to support the work Blue Cross NC is doing to improve the health and well-being of our customers and communities across the State as a not-for-profit serving all 100 counties. As a Principal Government Affairs Advisor, you will work with the Blue Cross NC Government Affairs team to develop and implement strategies to support Blue Cross NC’s legislative and regulatory agenda.

  Primary duties include:

  Serve as lobbyist and point of entry representative for Blue Cross NC with the North Carolina executive, legislative and administrative branches, boards and commissions and external policy organizations.

  Work with the Government Affairs team to develop and implement comprehensive government affairs strategies, communications, and advocacy strategies to support Blue Cross NC priorities, including state specific legislative and regulatory positions.

  Responsible for monitoring and providing analysis and representation on state executive, legislative and regulatory activity.

  Work with and guide internal stakeholders to develop Blue Cross NC’s legislative agenda, develop corporate positions and strategies, devise a lobbying and communication strategy, develop talking points and prepare position papers, testimony, and briefings, and make internal and external written and oral presentations on behalf of the company.

  Work with Commercial and Government Markets on business development strategy for Blue Cross NC and supporting communications and advocacy.

  Work closely with the Public Affairs and Government Market teams to develop coalitions and target grassroots capabilities, including stakeholder mapping and work with trade associations and other advocacy organizations.

  Support and advise the Commercial and Government Markets, DOH and community investment teams on corporate community investment and engagement.

  Hiring Requirements

  Bachelor’s degree

  7 years of extensive experience working as a lobbyist or political consultant with State or Federal Government 

  Must have experience communicating an organization’s policy and advocacy message through written and oral communications.

  Preferred advocacy experience in healthcare.

  Related Experience

  Experience in negotiating legislative and regulatory issues.

  Experience in reviewing and analysis of actual and proposed regulatory and legislative legislation as a desired skill set. 

  Ability to understand set strategy/objectives.

  Exceptional organizational and project management skills

  Excellent interpersonal communication and presentation skills with outstanding writing, proofreading and oral communications skills.

  Proficiency with MS Office Suite

  **More than 40 hours per week may be required to accomplish essential functions of the position.
