How would you like to help residents of Fairfax County with flood mitigation improvements and resolving drainage related requests on their property? This position will help implement a flood mitigation program, as well as lead a team of inspectors who respond to and initiate resolutions to residential storm drainage service requests.
Provides engineering technical support, leads a team responsible for storm drainage service requests investigation, project management, project design, contract administration, and onsite construction oversight resulting in the design and construction of assigned storm drainage improvements and stormwater infrastructure upgrades.

Fairfax County’s award-winning Stormwater team works to reduce flood risk and protect local watersheds and the Chesapeake Bay with comprehensive watershed and infrastructure management to protect people, the environment, and property. This position works in the DPWES Maintenance and Stormwater Management Division, Stormwater Conveyance Branch located at 10635 West Drive, Fairfax, Virginia.
Join our dynamic team as an Engineer IV, where you’ll lead a team of engineers and inspectors responsible for the successful completion of assigned storm drainage improvement projects, flood mitigation practices, project and program planning and resolution of storm drainage service requests.
Other duties include:
Developing engineering solutions for flood mitigation projects and storm conveyance capacity deficiencies.
Develops hydrologic and hydraulic models of the county’s storm drainage network.
Oversees the team of inspectors responsible for responding to residential service requests related to the county’s maintained drainage system.
Responsible for the inspection and oversight of flooding investigation and reporting.
Resolves storm drainage, flooding, or stormwater management related issues and situations where conflicting or competing interests may arise.
Serves as a mentor to other professionals and paraprofessional team members.
Leads and develops project scope, schedule, engineering contract, design, cost estimates, permits, stakeholder outreach, correspondence, and construction management.
Leads, coordinates and manages project logistics, staff, and resources from a variety of internal and external sources including technical, legal and other specialty engineering and construction fields.
Provides quality control and quality assurance for all assigned work.
Participates, develops and implements the annual work plan and budget.
Ensures compliance with federal, state and county permitting requirements as they relate to the storm conveyance system.
Seals and signs engineering work products prepared within the work group.
Coordinates with various agencies for local, state and federal permits when applicable.
BONUS: This position offers a $5,000 hiring incentive for the engineering classifications which require Professional Engineer Licensure. The $5,000 hiring incentive comes with a retention period of 18 months and requires a signed payback agreement between the department and employee.
NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed.
Required Knowledge Skills and Abilities

Depending on the functional area of assignment:
Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Knowledge of real property descriptions;
Knowledge of environmental testing methods;
Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
Ability to coordinate long-term, complex project plans;
Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (https://www.fairfaxcounty.gov/hr/equivalencies-education-and-experience) (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
Professional Engineer (PE) or Registered Architect (RA).
VDOT Work Zone Traffic Control.
National Incident Management System (NIMS).
DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NASSCO - PACP and MACP within 12 months of hire.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
At least four years of progressively responsible experience in storm drainage system planning, design, construction, or project management.
Experience in the development, administration, and enforcement of construction contract documents, such as contract document preparation, bidding, construction, oversight, submittal review, RFI response, etc.
Experience performing hydrologic and hydraulic computer modeling for drainage studies and design.
Experience using Microsoft Office software (Word, Excel and PowerPoint), GIS, engineering and project management software, databases, and AutoCAD for the preparation of construction drawings and documents.
Knowledge and understanding of local, state, and federal codes and engineering standards related to storm drainage and flood mitigation.
Demonstrated ability to communicate clearly and effectively verbally and in writing and experience leading meetings with the public/various stakeholders.
PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to lift/slide up to 90 lbs. with assistance. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
