The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the Deputy Bureau Chief for the Bureau of Response. In this role, the incumbent serves in a lead role in the absence of the Bureau Chief of Response, and provides leadership, guidance, and recommendations related to all manners of Response activities, programs, and policies .
The duties and responsibilities for this position include, but are not limited to, the following:
Oversee and manage the logistics section, infrastructure section, human services program, and contracts unit of the Bureau of Response.
Ensure the operations, coordination, development, prioritization, and implementation of staff and work plans to improve disaster response capabilities, provide sufficient coordination with county officials and supply vendors, and ensuring the readiness and improvement planning of the State’s unified response.
Direct and oversee contracts and purchase orders to ensure adherence to terms and conditions of said contracts and purchase orders in relation to FDEM resources and capabilities.
Manage and oversee budgetary expenses related to the procurements of goods and services in response to natural and man-made disasters to implement the goals and mission of the Division.
Communicate and provide customer relations, whether in person or in writing, with external stakeholders, counties and municipalities, federal counterparts, and executive level personnel.
Effectively communicate, including training and coaching, to staff information relevant to their position or assignment and discuss any special safety considerations or hazardous conditions.
Develop and maintain policies and procedures to ensure compliance with state and federal laws so that the response of the Division is expeditious and effective.
Serve as a senior member of the State Emergency Operations Center and the State Emergency Response Team (SERT) in coordination with the SERT Chief and Bureau Chief of Response.
Assist in the supervision, creation, and monitoring of plans, reports, and activities relating to Emergency Management and Homeland Security response.
Develop and oversee the development and maintenance of budgetary and strategic plans, reports, and updates as required.
Provide operational and administrative directions to staff with assignments in terms of broadly defined missions and objectives.
Promote professional development among employees by encouraging participation in appropriate training sessions, seminars, and exercises.
Effectively supervise performance of direct reports to ensure Bureau and the Division’s goals are met or exceeded and comply with the Division’s employment policies and procedures and the State’s statutes and rules.
Conduct and participate in emergency management planning and response conferences, meetings, and workshops.
Knowledge, Skills, and Abilities:
Knowledge of policies and practices involved in the management of assigned personnel and demonstrated ability to supervise, motivate, develop, and direct people.
Knowledge and understanding of the Florida Command, Section, Branch, and ESF structure of the SEOC.
Knowledge of computer-based report preparation and strategic planning.
Ability to develop policy and procedures for the bureau.
Ability to apply that understanding to problem solving and development of approaches to unusual emergency situations.
Ability to communicate effectively through conference calls, SEOC briefings, and other formats for all types of audience groups ranging from subject matter experts to executive level partners.
Ability to conduct and participate in conferences, meetings and workshops relating to emergency management preparedness and response.
Ability to coordinate with and direct staff both internal and external to normal chain of command.
Ability to work in an operational mode to provide response coordination to state and local government entities, including working non-traditional hours during activations of the State Emergency Operations Center.
Ability to coordinate multiple projects, tasks, and/or priorities.
Ability to communicate effectively with others verbally and in writing.
Minimum Qualifications:
Bachelor’s degree in Emergency Management, Public Administration, Public Safety, or related field; or four years of equivalent work experience.
Seven years of experience in the field of Emergency Management, Disaster Response, Public Safety, Public Administration, or related field.
Five years of documented experience in a supervisory/manager role.
Five years experience writing or developing policies and procedures.
Five years of experience managing budgets.
