Work Unit:
Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; and Leadership & Organizational Development.
Data Operations advises and assists agency leaders by using data analysis and strategic planning to drive strategy to improve human services outcomes in Colorado. Data Operations manages Department-wide data integration, analytics, data management, identity resolution, tableau, and provides supervision over contract workers. The data expertise provided by this position is used by the Department for strategically managing statewide performance within all 64 county human service departments, for pan-departmental performance goals, and external needs such as helping the Department justify its performance position to external entities.

This position is required to report to the office at least 2x a week. This position also requires frequent in-state travel to various facility locations. These arrangements are subject to change based on business need.
About this Position:
The Data Governance Quality Manager will oversee the day-to-day Department’s data governance program, ensuring the consistent and proper management of staff, the data ecosystem and data assets. Will provide insight and will collaborate, co-develop, and implement Department Data Governance policies and procedures, fostering data quality and integrity. Will manage data access rights and security, leading a team of data professionals responsible for collecting, analyzing, transforming and reporting data across the Department.
The Data Governance Quality Manager provides critical support to the Department’s data driven initiatives, including statewide performance reporting platforms and strategic data analysis for executive management. They align and collaborate with senior leadership, influencing management decisions beyond the unit and agency divisions. Their expertise extends to managing department-wide data ecosystem development, integration, analytics, data management, identity resolution, and Tableau dashboard creation. This position serves as a lead over contract workers, ensuring the technical merit of their contributions.
Key responsibility can include:
Manages compliance with data governance frameworks and best practices.
Lead and Supervise Team of Data Managers/Professional in the Design, Build, and Maintain Performance Data Reporting Applications
Analysis and Data Visualization related to the CDHS Performance Measures
Support Strategic Plan Implementation
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Bachelor's Degree in related field (e.g, Computer Science, Information Technology) AND Four (4) years of professional experience in data quality or data governance roles

Preferred Qualifications:
Master's degree in a relevant field preferred
5 + years of experience in data management, analytics, governance or data quality roles
Proven track record of success in a related role (e.g., data analyst , data steward) can demonstrate relevant skills.
Experience leading and implementing data governance programs, or data quality roles
Experience with data governance frameworks and tools (e.g. Informatics, Collibra, Alation)
Proven track record of success in building and collaborating with cross functional teams.
Familiarity with data governance frameworks and methodologies (DMBOK).
Understanding of data quality management principles and practices.
Knowledge of data security and privacy regulations (GDPR, CCPA, etc.).
Experience with data modeling, metadata management, and master data management tools.
Proficiency in data analysis and visualization tools.
Excellent written and verbal communication skills
Conditions of Employment:
A pre-employment background check will be conducted as part of the selection process (to include reference checks).
The position may be required to occasionally travel in-state to downtown Denver and to Statewide CDHS Health Facilities
