GENERAL DESCRIPTION:
The Enterprise Analyst role for Data and Privacy will perform independent technical activities such as, data analytics, user management, minor system administration. This role will also assesses either policy, standards, or procedures for agencies for impact on either privacy or data governance and compiles reports of those assessments. Work with the Chief Data officer and deputy on formulating enterprise plans and initiatives. Provides some support for the data visualization analyst and the state GIS coordinator in their roles. Perform requirements gathering for projects, initiatives and reports. This position is part of the enterprise data team (office of the CDO) and will work with technical and non-technical people across the state in all branches of government.

Perform some independent technical activities, such as simple user management, minor system administration, data analytics.
Privacy assesses either policy, standards, or procedures for agencies for impact on either privacy or data governance and compiles reports of those assessments.

Perform on going assessments of ETS policies, procedures or standards and perform compliance audits regarding how ETS is meeting both its owe and enterprise policies
Work with the Chief Data officer and deputy on formulating enterprise plans and initiatives.

Map data flows between state agencies.
Provide training as necessary with regards to the effective and efficient use of database tools and resources.
Evaluate results of projects, then report and make recommendations based on findings.
Ensure appropriate regulatory compliance.
Learn new skills and gain knowledge to effectively perform these functions.
Qualifications
PREFERENCES:
Preference may be given to those with a bachelor’s degree in information management, business administration, or similar field.
Preference may be given to those with experience in regulatory review, development, and management of policies.
Preference may be given to those with experience in analytical, evaluative, and problem-solving skills.
Preference may be given to those with experience in managing compliance assessments or audits.
Preference may be given to those with experience in developing and submitting audit and compliance reports to leadership, governing bodies, legal entities, and/or external authorities.
Preference may be given to those with experience in local and federal information technology regulations.
Preference may be given to those with experience in data analytics.
Preference may be given to those with education and experience in computer technology or business management and administration, related to IT operations.
KNOWLEDGE:
Strong understanding of database structures, theories, principles, and management practices.
In-depth experience with data management and data processing flowcharting techniques.
Broad knowledge of reporting and query tools and practices.
Working technical experience with designing, building, installing, configuring and supporting database servers.
Hands-on database tuning and troubleshooting experience.
Strong understanding of data mining models, structures, theories, principles, and practices.
Strong familiarity with data preparation, processing, classification, and forecasting.
Hands-on database tuning and troubleshooting experience.
Project management experience.
Experience in overseeing the linking of cross-functional databases between disparate business units and systems.
Experience with business and technical requirements analysis, business process modeling/mapping and methodology development, and data mapping.
Strong written and oral communication skills.
S trong presentation and interpersonal skills.
Exceptional analytical, conceptual, and problem-solving abilities; a ble to prioritize and execute tasks in a high-pressure environment.
Experience working in a team-oriented, collaborative environment.
Strong technical documentation skills.
Ability to conduct research into database issues, standards, and products.
Ability to present ideas in user-friendly language.
Highly self motivated and directed, with keen attention to detail.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Sitting for extended periods of time.
Dexterity of hands and fingers to operate a computer keyboard, mouse, and other computer components.
Lifting and transporting of objects, such as computers and BI/DA or data visualization tools and supplies - must be able to lift 50 lbs.
Occasional travel and potential presenting in support of the enterprise data plan and team.
Work as part of a team in accordance with defined goals and objectives.
